Contracting Office, Homestead Air Reserve Station, Dade County, FL is
issuing a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The solicitation number is
FA6648-97-Q0117. This is a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. DESCRIPTION: This
RFQ is for grounds maintenance of approximately 208 acres of wetlands
area at Homestead Air Reserve Station, FL. Performance period is July
1997 thru 30 September 1997. REQUIREMENTS: Contractor to provide all
labor, equipment, transportation and supervision to perform all
operations necessary to accomplish the job. Work shall be done in
conformance with applicable drawings and specifications and existing
permit exemption. (A copy of the drawings and existing permit exemption
will be provided at site visit). CONTRACTOR SHALL MAINTAIN VEGETATION
IN THE AREAS INDICATED TO A HEIGHT OF 7-14 INCHES. Cutting of
vegetation shall be accomplished by weedeaters and chainsaws or other
equipment that can be operated by a worker walking through the areas or
working off a boat or airboat. No equipment (trucks, tractors, etc.) is
allowed in the areas. Care shall be taken to keep all cut vegetation,
soil and sediment out of the canals. No soil disturbance is allowed in
these wetland areas. The contractor is responsible for implementing
proper controls to comply with this requirement. The contract shall
identify his process for compliance with the existing permit exemption
and submit his work plan and procedures stating equipment to be used,
method of maintenance and precautions to be taken to prevent damage to
the canal drainage system, existing wildlife and the wetlands per
applicable statutes to the Contracting Officer. This plan shall be
submitted with the quote. No herbiciding shall be accomplished under
this contract. Areas where vegetation is choking the canals shall have
the vegetation along with its root system removed. Care shall be taken
to minimize disturbing sediment while removing vegetation from canals.
No dredging of the canals is authorized. Culverts shall be cleared of
vegetation and debris at both ends. Equipment shall be maintained in
a clean and safe operating condition. All major equipment maintenance
will be performed off the base. Equipment may not be stored on the
Base. The expected frequency of vegetation maintenance shall be one
initial complete cutting at the time notice to proceed is given and one
additional cutting at a time to be determined by the Government. Both
cuttings shall be for the entire work area for a total of two cuttings.
Each cutting shall be completed within a 30 day time period. Work may
be performed 7 days a week, excluding holidays, during daylight hours.
All weekend work must be coordinated through the Base Civil
Engineering Inspector. CONTINUED USE OF FACILITIES: Airfield operations
will continue at the base and all work activities and locations will
have to be coordinated with airfield operations. Contractor's equipment
will not be allowed to remain overnight in the airfield areas. Base
Civil Engineering shall be notified at least 72 hours in advance of
anticipated work. Contractor's personnel will be limited to work areas.
Provision 52.212-1, INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS,
applies to this acquisition. Provision 52.212-2, EVALUATION --
COMMERCIAL ITEMS, is applicable. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. Offeror must submit a
completed copy of provision 52.212-3, OFFEROR REPRESENTATIONS AND
CERTIFICATIONS -- COMMERCIAL ITEMS with its quotation (a copy of the
representations and certifications to be completed will be issued at
site visit). Clause 52.212-4, CONTRACT TERMS AND CONDITIONS --
COMMERCIAL ITEMS, is applicable to this acquisition. Clause 52.212-5,
CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR
EXECUTIVE ORDERS -- COMMERCIAL ITEMS, applies to this acquisition. SITE
VISIT: A site visit is scheduled for 25 Jun 97 at 9:00 AM at the Base
Contracting office located at Building 360, Room 113, Homestead ARS,
FL. Fax requests to attend the site visit to (305) 224-7055. Requests
should include solicitation number, company name address, phone and fax
numbers, and point of contact. Quotations are due no later than 3:00 PM
03 Jul 97 to 482 LSS/LGC, Box 50, 29050 Coral Sea Blvd., Homestead ARS,
FL 33039-1299. This acquisition will be issued as a 100% small business
set-aside. A fixed price contract will be awarded. The Standard
Industrial Classification Code is 0782, with a small business size
