Animal and Plant Health Inspection Service, (APHIS), Plant Protection
and Quarantine (PPQ), Frederick, MD, intends to acquire temporary
lodging in the Frederick, MD area. This is a synopsis for request for
proposal for commercial items prepared in accordance with the format in
FAR Subpart 12.6 and FAR 15. This requirement will exist from July 28,
1997 to Sept 30, 1998. This is a fixed price requirements contract
action. It is anticipated that multiple awards will be made. The copy
of the solicitation is to be released on or about June 17, 1997. For a
copy of the solicitation, submit written or faxed request stating
name, address, telephone number and solicitation number. FAX requests

be accepted. All responsible sources may submit an offer which will be
considered. A copy of this solicitation will be available in this
office for review. Solicitation # RFP 78-M-APHIS-97 This solicitation
document and incorporated provisions and clauses are those in effect
through FAC 90-46. This is a full and open procurement under SIC 7011,
Hotels and Motels. There will be a requirement for single occupancy
temporary lodging, for 24 to 29 people, for 45-55 consecutive days.
Lodging facility shall be located within a 10 mile radius of the
Professional Development Center at 7340 Executive Way, Suite A, Omega
Center, Frederick, Maryland, 21704. The facility must include at a
minimum the following: sleeping accommodations, three feet of space for
hanging clothes, one four drawer chest of drawers, one desk, one chair,
soap, drinking cups and blankets upon requests. Daily services (Monday
through Sunday) -- clean towels, washcloths, and trash pick up will be
provided on a daily basis. Room Cleaning -- Rooms will be cleaned three
times per week, preferably Monday, Wednesday and Friday. This will
include changing bed sheets, cleaning bathrooms, and vacuuming. Phone
services to be billed to the employees weekly with no charge for
unconnected local or long distance calls. Cancellations -- Individual
rooms can be canceled after giving 24 hours notice. Quality of service
-- The USDA will survey the employees to assess contract compliance
and quality of service. If at any time more than 25 percent of the
employees express reasonable displeasure with the lodging, the
government may terminate the contract after giving 72 hours notice. The
government reserves the right to utilize whichever lodging facility it
chooses of the awardees in order to meet its requirements. The first
task order award is expected to be awarded by July 2, 1997 for the
period July 28, 1997 -- September 11, 1997, for 29 people for 46 days.
Awards will be made in accordance with the terms as negotiated in the
requirements contracts and will be in accordance with FAR 16.503.
There are no minimum guaranteed quantities. solicitation . Proposals
