The National Science Foundation (NSF) is authorized by the National Science Foundation Act of 1950 (42 U.S.C. 1861 et seq.), as amended, to initiate and support basic and applied scientific research and to initiate and support programs to strengthen scientific research potential. In this regard, NSF supports a number of facilities whose purpose is to provide research platforms supporting various scientific disciplines. The Polar Cap Observatory (PCO), to be located at Resolute Bay, Northwest Territories, Canada, is a facility where atmospheric and magnetospheric science research will be conducted. On behalf of the scientific community, NSF plans to make an assistance award in the form of a cooperative agreement for this new facility. NSF is soliciting proposals for the design, construction, and operation of the Polar Cap Observatory, which will consist of radiowave and optical instrumentation for measuring properties of the neutral and ionized upper atmosphere. The primary instrument of the facility will be a state-of-the-art incoherent scatter radar capable of providing ionospheric diagnostic information between 60 and 1000 km altitude, with a field of view down to an elevation angle of about 8 .
