Sought synopsis. The following information is provided to do a Market
Survey of Industry to see if there are any potential contractors in
addition to Boeing or Honeywell, who have the skills and knowledge
required to complete this effort and to determine if Boeing and
Honeywell would each submit a proposal for this requirement. The
Intercontinental Ballistic Missile (ICBM) System Program Office (SPO)
Ogden Air Logistics Center (OO-ALC), intends to establish a contract
for the replacement of automatic test systems (ATS) for existing
Pendulous Integrating Gyro Accelerometer (PIGA) test stations used at
Boeing Guidance and Repair Center (BGRC), OH. This procurement will
occur in two phases. The initial phase will design, develop and produce
one replacement PIGA Test Station. The second phase, based on the
engineering documentation generated by the first phase, will produce
all remaining units. A waiver to the DoD ATS Standardization Policy has
been granted by the SA-ALC/CC for the PIGATS Replacement Program. This
waiver allows the use of a custom solution for PIGATS ( i.e., an
approved standard family will not be required ). The existing PIGA Test
Station utilizes early 1970's technology. Offerors must possess the
requisite depot level repair experience and capabilities to design and
develop Automatic Test Equipment ( ATE ) to test the PIGA and its
constituent subassemblies, e.g.; the PIG and PIGA Float, plus
comprehend field utilization and testing of the PIGA under control of
the Minuteman Operational Ground Program ( OGP ). Any previous design,
development and manufacturing experience with PIGAs or comparable
inertial flight instruments will receive significant consideration. The
16 PIGA ( Mod G ) is a very precise and an extremely reliable
instrument used in the Guidance System of the Minuteman III ICBM to
measure the missile's linear accelerations along its three axes during
flight. Wherever feasible and practicable, it is the Government's
desire that the Replacement PIGATS ATE incorporate artificial
intelligence and expert system technologies in PIGA testing. If
undertaken, this should be accomplished in accordance with ( IAW ) IEEE
( Trial ) STD 1232-1995 and its proposed component standards. The
offeror must also show how they will comply with DoDD 3405.1, Computer
Programming Language Policy. If an offeror wishes to use any unique
software development or qualification tools ( either commercially
acquired or developed specifically for the PIGATS Replacement Program
) they should be described in their response. The replacement PIGATS'
failure detection and fault isolation capabilities, based on experience
with OGP testing processes, shall exceed those of the existing test
stations used in depot level PIGA repair at the BGRC. The replacement
PIGATS shall also have software driven technical documentation that can
be referenced by a technician during unit-under-test ( UUT ) testing,
and when executing station self test or calibration. The scope of this
program includes developing both technical and logistics support
analysis / requirements to the Replacement PIGA Test Station. The
Replacement PIGATS shall consist of modular hardware and software
designed for ease of maintenance. The contractor shall develop Test
Program Sets ( TPSs ) to satisfy PIGA Test Station requirements. The
contractor shall use VXI Technology wherever feasible. To the extent
praticable, Commercial-Off-The-Shelf ( COTS ) instruments should be
incorporated that are common with current depot acquisitions at BGRC.
The contractor shall integrate both COTS hardware and software and any
non-COTS items to ensure system operation. Replacement PIGA Test
Stations will require successful installation, checkout, and,
demonstration at BGRC using the technical documentation package
developed as a part of this Program. The PIGATS' Performance
Specification and other controlling systems requirements and documents
are located in the Bidder's Library. The Bidder's Library is open to
all qualified U. S. Contractors IAW our Sept 95 announcement, which
stated that all prospective bidders must have submitted a copy of their
DLSC Certified DD Form 2345 to the Librarian, Ms Diane Montgomery, 6031

An info copy of the DD Form 2345 must also be provided to the
Replacement PIGA Test Station Program Manager, Mr Joseph P. Gutierrez:

(801)775-2199. All appointments for access to the Bidder's Library will
be made through the Librarian. Capable sources shall submit a concise
and program specific response presenting sufficient information to
substantiate that they have: (1) the necessary knowledge and
understanding of the requirements; (2) suitable development and test
facilities; (3) employees with satisfactory qualifications; (4)
sufficient production capacity; (5) appropriate management, and
engineering experience with PIGA, Specific Integrating Force Receiver
(SIFR) or, other inertial guidance instruments to meet program
objectives without additional technical, schedule, or cost risk; and
(6) SECRET security clearances (foreign participation is prohibited).
Submit two (2) copies of an unclassified response (limited to 10 pages)
within 10 days after publication of this notice to OO-ALC/LMKE, 6038
