combined Synopsis/Solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The invitation for bid
document and incorporated provisions and clauses are those in effect
through the Federal Acquisition Circular (FAC) 90-46. This is a Total
Small Business Set-Aside procurement. The Standard Industrial Code is
"5045". The small business size is 100 employees. The Department of
Veterans Affairs, Austin Automation Center (AAC), Austin, Texas intends
to procure the following items: 1) 15,000 each of a 3M BlackWatch
brand, 3490E tape cartridges and 2) 15,000 Engineered Data Products
Inc. (EDP) #1687-FC, Tri-Optic 3480 bar-code labels (series beginning
#285000 through 299999). Each tape cartridge shall be delivered with
the bar-code label attached and each cartridge shall be intitialized
using the following header format/data code/operating system
(IBM/EDCDIC/MVS). Delivery of the items shall be: 1) 3,500 cartridges
within 10 days and 2) 11,500 cartridges within 15 days from receipt of
a purchase order. Delivery address is: Austin Automation Center, 1615
Woodward Street, Austin, Texas, 78741. All responsible sources may
submit a quote which will be considered by this agency. Responses shall
be in writing and can be mailed to the attention of the contracting
officer or faxed to 512/326-6028. The following FAR clauses apply to
this solicitation. FAR 52.212-1, Instructions to Offerors, Commercial
Items, with addendum "The Offeror who proposes to furnish an equal
item, will submit descriptive literature to the contracting officer by
the offer due date", and FAR 52.216-1 Type Of Contract (APR 1984) "The
Government contemplates award of a Firm-Fixed-Price contract resulting
from this solicitation. FAR 52.212-2, Evaluation-Commercial Items,
"Award will be made to the responsive offeror which provides the lowest
offered price and meets all the terms and conditions set forth in this
solicitation". All Offerors will be required to provide a completed
copy of the provision FAR 52.212-3 Offeror Representations and
Notifications-Commercial Items with addendum, VAAR 852.219-70 Veteran
Owned Small Business. FAR 52.212-4 Contract Terms and
Conditions-Commercial Items with the clause FAR 52.232-33 Mandatory
Information for Funds Transfer Payment. FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Order-Commercial Items. The Standard Commercial warranty is required.
