Detachment Washington, intends to purchase a Hydrogen Maser, qty 1,
including installation and a minimum 18 month warranty, with an option
for an additional 4 units. Delivery is FOB Destination at the US Naval
Observatory in Washington, DC by 27 March 1999 (see solicitation for
option delivery requirements). The maser shall have a stand alone
frequency standard, with the ability to tune its cavity independently
without the need for input from another standard. The masers must meet
the following minimum requirements: Frequency Drift-less than 1.0E-15
per day; Stability frequency domain; Allan Variance, 2E-13 at one
second going down as t^(-3/5) out to 1000 seconds, less than 3E-15 for
1000 to 10^4 seconds; Power Supply Sensitivity, <1E-14; Frequency
Adjustments-Resolution of better than 1.0E-16 without phase
discontinuity. Remote frequency adjust via RS232 connection; Magnetic
Field Sensitivity -- less than 3E-14 per Gauss; Temperature sensitivity
-- less than 1E-14 per degree Celcius; Barometric sesitivity -- less
than 1E-14 per in. Hg; Power Supply -- AC 110 volt with 150 watt max.
