This order is hereby amended to extend the due date to June 12, 1997 and add evaluation criterions. All the criterions must be met to be considered. As a reminder, this is a Simplified Acquisition and quotes should include a total break-down of your cost and any documentation to support your quote. The time frame required to kick off this project will not allow the bidder to have ANY time to come up to speed on how to market such goods or the Energy Star product line, philosophy or marketing message, nor will it allow them time to "build" relationships with the retailers we wish to work with under this program. Such relationship building normally requires months, if not years, of hard work and follow-up. The criteria are as follows: (1) Experience developing marketing and outreach plans for ENERGY STAR labeled consumer products labeled to promote energy; (2) Demonstrated experience and success operating co-marketing campaigns with major retail organizations, specifically for energy efficient products. Such experience must include the preparation of training and advertising materials, organization of retail promotional campaigns for energy efficient goods, and organizing marketing campaigns with the electric and /or gas utility sectors. Successful bidder must have established and on-going relationships with major retailers that would carry such products; (3) Demonstrated knowledge of key distribution channels for energy-efficient office equipment and technologies.
