The Fleet and Industrial Supply Center Norfolk -- Detachment Washington, intends to purchase Astronomical Support Services for the US Naval Observatory for one base year with four (4) option years beginning 01 October 1997. Performance will take place at the US Naval Observatory in Washington, DC and the US Naval Observatory in Flagstaff, Arizona. The contractor will have to provide expertise for the design, development, performance, and analysis of the Infrared Camera and the Precision Measuring Machine (PPM) projects. The contractor will provide personnel with experience and expertise in the areas of astronomical and astrophysical research, use of computers for reduction and analysis of astronomical data, development of computer software and hardware for astrometric or astronomical data analysis or theoretical predictions, and the testing, evaluation and employment of advanced, state-of-the-art detectors and instrumentation for astronomical purposes.
