The National Defense University Library (NDU) intends to negotiate on a sole-source basis with OCLC/SiteSearch under the authority of FAR 6.302-1 (10 USC 2304(c)(1)) to acquire for the Military Education Coordinating Committee (MECC) Libraries a single, comprehensive software package based on Z39.50 standard that will provide gateway access via the Web to the online catalogs, local image and full-text databases and commercial products provided by the MECC libraries. This must be compatible with Ameritech Horizon, SIRSI and GEAC automated library systems. The software must provide: (1) Direct database conversion from both MARC and SGML; (2) A flexible database structure that allows the document architecture to mirror the source document; (3) Database administrator-defined indexing capability including keyword and phrase options; (4) Full retrieval support -- Boolean, proximity, truncation, wildcards; (5) Z39.50 compliance; (6) Image Support package with integrated support for tif, jpeg, gif; (7) WebZsoftware that broadcasts a single search to multiple Z39.50 servers simultaneously; (8) WebZ software with the capability of building customized interfaces to Z39.50-based information, including the ability to maintain state and change state, based on search context and (9) Z39.50 Sort feature to allow sorted data from the Z39.50 Server System. The acquisition will reside on a UNIX (SunS PARC) machine. The software will serve the following sites: Air University, Maxwell, AFB, Armed Forces Staff College, Norfolk, VA, Command and General Staff College, Ft.
