plans to issue a Request for Proposal (RFP) (technical and price) for
on site laboratory services. The Sacramento County Local Reuse Agency
(LRA) has requested that the analytical laboratory facility be leased
to them effective 1 August 1997. This lease of the facilities and
equipment would promote the Sacramento community goals of establishing
a commercial industrial site at Sacramento ALC. Sacramento ALC intends
to enter into a sole source contract in acordance with the provisions
of FAR 6.302-1 with the firm whom the Sacramento Local Reuse Authority
intends to covey a lease. The Sacramento Reuse Authority has
identified National Technical Systems Inc, 24007 Ventura Blvd.,
Calabasas CA 91302 as the recipient for the early conveyance lease of
the laboratory facilities and equipment. As the Sacramento ALC
laboratory workload decreases, National Technical Systems will be
required to transition government facilities and personnel from public
work to commercial. The basic functions of the analytical laboratory
are to analyze, test and evaluate production processes and material to
develop suitable material or process substitutions to meet pollution
prevention and process improvement requirements, identify the
composition of unknown materials and chemicals, determining the
remaining shelf-life of warehoused materials, etc. The workload
generally requires a knowledge of depot production processes, access to
depot technical orders and weapon systems, and standard laboratory
equipment to conduct mechanical, metallurgical, chemical, and electric
testing on materials. Additionally, the contractor will be required to
perform emergency investigations which must be completed within 1 to 4
hours for the following types of analysis: metal identification,
Spectroscopic Oil, hydraulic fluid, fuel, gas and plastic media
contamination. The specific requirements for support of the analytical
laboratory are identified in the Performance Work Statement. This
acquisition will be subject to the Service Contract Act. The contractor
will utilize government facilities and equipment of this contracted
effort. Anticipated period of performance is 1 August 1997 through 31
January 1999. It is anticipated that a fixed price, indefinite delivery
indefinite quantity contract will be issued encompassing three
categories of laboratory support: existing work in process, recurring
laboratory support and materials/process engineering support. For a

No telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services)
required are available from only one or a limited number of
responsible source(s) and no other type of supplies or services will
satisfy agency requirements. The proposed contract action is for
supplies and services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.202. This
notice of intent is not a request for competitive proposals. however,
all proposal received within twenty (20 days) after the date of
publication of this synopsis will be considered by the Government. A
Determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
