Service intends to negotiate with Systems for Environmental Management,
Missoula, MT to design and implement a simulation code to integrate
with the control structure of the FARSITE simulator. Simulation factors
must include the following capabilities: (1) fuel dependent, horizonal
line production rate for hand crews and machinery, (2) production rate
modifier for slope, (3) production limits for flame length and (4)
burnout operation option for indirect attack. The Fire Area Simulator
(FARSITE) software program was jointly developed through an ongoing
research effort between the Forest Service and Systems for
Environmental Management. Firm(s) that believe they can respond to this
need must demonstrate that capability by fully and specifically
addressing the following: (1) Familiarity with FARSITE simulator; (2)
technical background in fire behavior modeling and extensive experience
with field verification of fire behavior outputs; (3) Understanding
theroretical basis of current fire behavior models used to predict
spread, intensity, spotting, wind field reduction, crowning, as well as
methods to predict and verify effects of fire suppression efforts on
fire behavior outputs; (4) Field level fire behavior prediction and
calibration experience to provide evaluation of whether outputs of
suppression simulation are realistic, and make adjustments to code; (5)
Ability to integrate suppression and control simulations modeling with
