Land Management has a requirement for the development of a cultural
resources management plan derived from an environmentally based model
for predicting the nature, location and significance of the prehistoric
archaeological resources in northern Railroad Valley, Nye County,
Nevada. The Bureau of Land Management is responsible for managing
cultural resources and oil and gas development in northern Railroad
Valley. Facilitating oil and gas development while protecting the
archaeological values in Railroad Valley, can best be done by a
planning study to develop an environmentally-based predictive model for
northern Railroad Valley. Developing such a model would include (1)
synthesizing all available archaeological inventory data in
Geographical Information System (GIS) based data themes; (2) creating
a GIS based characterization of relevant environmental and natural
resource data themes; (3) relating the archaeological and environmental
themes to each other through a dynamic model derived from
optimal-foraging theory, or other relevant theory, to predict
archaeological site location and significance; and (4) using this model
to develop a management plan for determining the intensity of inventory
and mitigation activities required in specific areas in support of oil
and gas exploration and development. The overall approach proposed to
meet the requirements of this solicitation shall build on and expand
the scope of previous predictive models. All responsible sources may
submit an offer which will be considered. The solicitation will be
