Officer, (718) 390-1767. Furnish all labor, material and equipment
necessary to remove and replace the lead coated copper seam roofing and
flashing at Quarters 1 and install new copper chimney flashing and
related work in residential Buildings 403 thru 408 on Governors Island,
NY. Past performance, technical ability as well as price shall be
evaluated in determining eligibility for award. Due to the fact that
the Coast Guard is in the process of closing its facilities on
Governors Island ferry service to the Island will be greatly reduced
thus limiting vehicle access to the Island. Ferries will operate only
one day per week for six hours. Pedestrian access will be maintained
via regularly scheduled Coast Guard vessels. This Request for Proposals
is being issued pursuant to the Small Business Competitiveness
Demonstration Program and is open to both large and small business
participation and is estimated between $100,000.00 and $250,000.00. The
applicable SIC Code is 1761. Plans and specifications will be available
at a non-refundable charge of $20.00 per set. Checks and money orders
are required and should be made payable to U.S. COAST GUARD. Cash will
not be accepted. Plans and specifications will be available on or
about 20 June 1997. For Minority, Women Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization (OSDBU) has programs to
assist minority, women owned and disadvantaged business enterprises to
acquire short term working capital and bonding assistance for
transportation related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to $1
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against loses. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is
$500,000.00. For further information and applicable forms concerning
