Thompson (937) 255-1898 The B-2 System Program Office (ASC/YS) intends
to award a sole source contract modification to Boeing-Wichita
(Contract F33657-97-C-0011) for the production of 152 sets of JSOW Pi
Fittings. The Pi Fitting is required to attach the BRU-44B/A ejector
rack to the Rotary Launcher Assembly (RLA) shaft. The JSOW Pi Fitting
design is a continuation of design and development accomplished under
AF contract F33657-97-D-0012/0001 by Boeing as a subcontractor to
Northrop Grumman Corp. Boeing's design/qualification of the BRU-44B/A
and JSOW Pi Fitting is nearly complete. Boeing, therefore, has the only
qualified BRU-44B/A and the JSOW Pi Fitting design capable of meeting
the current requirements and schedule. Air Combat Command (ACC) needs
to have a capability to carry eight JSOWs per RLA by January 2000.
Selection of an alternative contractor to develop and/or produce the
JSOW Pi Fitting would require either a 24 month development followed by
a production lead time of 18 months or approximately 18 months to
upgrade and certify a level three (III) data package and production
processes followed by a production lead time of 18 months. Either of
these approaches would drive availability of an eight carry capability
to at least June 2000. Boeing is the only source capable of
successfully integrating the BRU-44B/A and JSOW Pi Fitting subsystems
with the RLA. It is highly unlikely that the JSOW Pi Fitting will be
utilized by other aircraft since it is a unique piece of interface
hardware between the Advanced Applications Rotary Launcher (AARL) and
the BRU-44. Award by 15 September 1997 is anticipated, with deliveries
to begin in January 2000. Qualified sources must have in-depth
knowledge of the B-2, BRU-44B/A and JSOW Pi Fitting design and have the
existing capability to perform all of the previously stated
requirements by 15 September 1997. See Note 22. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
