synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB760157 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
The standard industrial classification (SIC) code is 3826, and the
small business size is 500 employees. The contract line item number
(CLIN) and item, quantity and unit of measure is: CLIN 0001 is a
quantity of 1 each EDAX System Analyzer Upgrade. The National Institute
of Standards and Technology (NIST), intends to award to EDAX
International, 91 McKee Drive, Mahwah, NJ 07430 on a sole source basis.
The EDAX System Analyzer Upgrade for the EDAX 9900 energy dispersive
x-ray microanalysis system must be upgraded for use on a Hitachi 4500
SEM based on the following specifications: DXPRIME analyzer with
2000MHz Pentium Pro CPU, Windows 95 and CD-ROM drive, 32Mb RAM, 17"
color monitor, 2.7 Gb hard drive, and DXFlight. The basic analytical
application software package must include: PV9450/00 eDX-ZAF SEM bulk
software. Beam control package generic to include: Digital slow scan
generator package which provides digital control of the electron
microscope beam for acquisition of up to 4 simultaneous video signals
and up to 15 X-ray signals and 12-bit digitization for each acquired
signal. An EM interface kit is required for electron and X-ray imaging.
A comprehensive software package for collection and display of video
(SE, BSE, etc.) and/or X-ray signal data is required. Collected images
must be able to be displayed on the EDAX monitor, printed or archived
on disk. A maximum of 16 signals must be able to be acquired
simultaneously using any combination of up to 15 X-ray signals and 4
video signals. Maximum image collection resolution must be 2046 1600
pixels. Images must be capable of being overlaid for comparison. The
package must include possibilities for image enhancement as well as
pre-viewing of up to 48 images simultaneously for easy retrieval of
stored data. The current EDAX windowless detector is to be fully
compatible with the upgraded analyzer. Required delivery within 90 days
from contract award. The contractor shall provide installation within
30 days after delivery. The Government will accept the system within 60
days upon completion of installation. FOB Gaithersburg MD. Delivery
location is National Institute of Standards and Technology, Building
301, Receiving Room, Gaithersburg, MD, 20899. The provision at FAR
52.212-1, Instructions to Offerors -- Commercial, applies to this
acquisition. Offerors shall include a completed copy of the provision
at 52.212-3, Offeror Representations and Certifications-Commercial
Items, with its offer. The clause at 52.212-4, Contract Terms and
Conditions Commercial Items, applies to this acquisition. The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders -- Commercial Items, applies to this acquisition
and includes the following FAR clauses: FAR 52.222-26, Equal
Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled
Veteran Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped
Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans
and Veterans of the Vietnam Era; FAR 52.225-3, Buy American

This announcement constitutes the only solicitation and a written
solicitation will not be issued. Interested offerors may identify their
interest and capability to respond to the requirements by submitting a
capability statement. The capability statement must provide adequate
information and qualifications of your ability to provide the requested
system in order for the Government to consider whether to open this
request for competition. However, all capability statements received
within 15 days after date of preparation of this synopsis/solicitation
