70 -- FACIAL VERIFICATION SYSTEM SOL DSD7L157 DUE 061197 POC LaVerne Railey (202)307-0077/Lesa Scott (202) 514-2062 The Immigration & Naturalization Service is in need of a video facial verification system that can be customized to meet INS requirements. The INS intends to follow commercial item procedures (far part 12) to purchase on a sole source basis the Faceit system. The INS conducted a market survey which shows that Visionics is the only company which uses a system that has been successfully tested against the FERET database and also can extract faces from a live video, thus making them unique in the industry. FERET is a test of facial verification systems conducted by the US Army. The product has to be commercially available, have successfully completed the F tests, be modifiable to accept data from the ins validation database, and have demonstrated the capability to extract faces from a live video in an outdoor environment subject to variable lighting, for processing in the facial verification algorithm. This system will consist of hardware, modified software and cameras. The INS will own a perpetual license for the modified Visionics software. This software is warranted for programming errors. The hardware and cameras have standard product warranties. The department of transportation conducted a proof-of-concept test using the Visionics system that used a tape of persons using the SENTRI dedicated lane at the Otay Mesa port of entry, extracted the faces from those video clips, and compared them to still images of the persons captured at the time of enrollment in SENTRI. That test demonstrated that the Visionics product is capable of meeting the requirements stated in this contract action. This notice of intent is not a request for competitive proposals, however all capability literature received within 5 days of this publication by fax on (202) 616-7876, will be considered by the INS. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
