Brinkley, 202-283-1174 The Internal Revenue Service (IRS) intends to issue a contract with Cylink Corporation, Vienna, VA under the authority of FAR 6.302-1. Cylink Corporation provides the unique integrated selective encryption products with x.509 certificate with digital signature and that use public key infrastructure technology that meets the Government needs. This procurement shall cover the following items: (1) SecureTravelers for Windows with integrated File Encryption (Site License for 600 users); (2) Secure Pocket Traveler, Cylink File Encryption Software (Site License for 1234 users);(3) Two PC SecureGate Turn-Key System with 4 lines; (4) and hardware and software maintenance and technical support. The software must have the following capabilities: (1) Cylink SecureTraveler for Windows Software with integrated CYlINK File Encryption Software shall run with Microsoft's Windows 3.1x, Windows 95, Windows NT 3.51x and 4.0, and Windows for Work Groups. The encryption software will include X.509 certificate with Digital Signature. SecureTraveler for Windows will also authenticate and communicate securely with CYLINK's PC SecureGate, SecurePocket Traveler, LSI, LSA, and MLS installations;(2) CYLINK SecurePocket Traveler hardware and software shall provide selective automatic authentication and encryption for modem access from laptops and desktop PCs, and devices with serial asynchronous interfaces. The encryption devices will include x.509 certificates with digital Signature. These devices will be modem independent and authenticate and communicate securely with CYLINK's PC SecureGate and SecureTraveler for Windows. Encrypted Asynchronous Data through put of these devices shall be capable from 28,800 bps to at least 115,200 bps. (3) Cylink Turn Key PC SecureGate for four modem lines that provide Certificate Authority for SecureAccess System, which includes SecurePocket Traveler, SecureTraveler for Windows, CYLINK File Encryption, and others. Based on X.509 certificates, the Certificate Authority will be the certificate issuingauthority for public key distribution and authorization. The PC SecureGate will also centralized management and tracking of users and their individual security profiles, with audit trails of all system activities. The contractor shall provide 1,834 Cylink File Encryption Software packages with Key Escrow and automatic feature that allow a user to automatically decrypt a file when calling up Microsoft Word, Microsoft Excel, Microsoft Access, WordPerfect applications. The file encryption software will then encrypt the file when the user is finished with the document. The encryption software will authenticate using Digital Signature and X.509 certificates with the Certificate Authority and/or users. With the File Encryption Software, the users shall be able to use the Department of Defense compliant method of erasing a file so that it cannot be recovered. CYLINK File Encryption shall be able to run with Microsoft's Windows 95, Windows 3.1x, Windows NT 3.51x and 4.0, and Windows for Work Groups. The encryption software will include x.509 certification with Digital Signature; and (4) Provide hardware and software maintenance and technical support for PC SecureGate, SecureTraveler for Windows with integrated CYLINK File Encryption software, SecurePocket Traveler, and CYLINK File Encryption. The contract period will be for one-year with two one-year options to extend for maintenance only. Within 45 calendar days from date of publication all responsible sources may submit a proposal which will be considered by the agency. If a source believes it is qualified and has the capabilities to provide all of the required products/services, it must submit all necessary information documenting qualifications, capabilities, and experience including names, addresses, and phone numbers of specific clients for whom it has provided all of the required products/services. Oral or written inquiries without this essential information will not be accepted or considered. If no acceptable responses are received within 45 calendar days after publication of this notice, no subsequent notice will be provided prior to a contract award on a sole-source basis with Cylink Corporation.
