The National Highway Traffic Safety Administration (NHTSA) intends to
negotiate with MSI Digital and Imaging Solutions, Inc. to provide a HP
160fx Jukebox or equal with optical storage for NetWare (500 GB
License). Interested firms may identify their capability to respond to
the requirement. The written response from the offeror must include
detailed information about integrating the HP 160fx optical jukebox or
equal with the latest version of MSI's optical storage for NetWare
product. This software module is PX based, and is designed to run on a
Novell NetWare local area network (LAN). Installation will include all
necessary changes to the custom application code for the optical system
to allow optical access to both existing images stored on Sony 12"
optical media, and the newly scanned images to be stored on the HP160fx
subsystem. The new jukebox also will be integrated into the LaserData
Imaging System that will be maintained by the offeror. The Office of
Safety Assurance (NSA) will be able to scanimages to and retrieve
images from the new HP Jukebox or equal with the existing customized
HighView software installed by the offeror. It is critical that the
installation of the new jukebox in the NSA Electronic Document Imaging
Management System (EDMIS) network not interfere with or prevent NSA
and Technical Reference Division (TRD) staff from retrieving the 1.7
million images currently stored on the Sony WDD 300 Jukebox. The
existing EDMIS will be operational at all times. Upon installation of
the new HP jukebox or equal, the offeror shall write all images to the
HP optical platters or equal in the HP 160fx jukebox or equal on a day
forward basis. The offeror must convert all the LaserData proprietary
image format images currently residing on the Sony platters to standard
TIFF images. The converted images must then be written to the new
platters. The NHTSA, and its offices must be able to retrieve the
converted images from the platters in the HP jukebox with the existing
Safety Assurance EDMIS. The Sony WDD 300 drives are no longer
manufactured, therefore; maintenance of them may be a problem. Please
explain how you propose to handle this situation. The HP 160fx jukebox
contains four 5.25" optical drives and a total capacity of sixty-four
2.6GB optical disks. The existing optical server and Sony jukebox
shall be retained and integrated into the new architecture by the
offeror. If equal products are proposed, at no expense to the
government, the offeror must provide physical evidence via
documentation and allow an on-site visit to show that their solution is
capable of satisfying NSA's requirement. Expressions of interest
without sufficient detail to permit evaluation of capabilities will not
be considered. Oral expressions of interest will not be considered.
This notice of intent is not a request for competitive quotations nor
is a Request- for-Quotations solicitation document currently available.
A determination by the Government not to compete this action based upon
responses to this notice is solely within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive simplified
acquisition. In the absence of responses from interested firms
demonstrating their capability, NHTSA intends to request a quotation
from MSI Digital and Imaging Solutions, Inc. on a noncompetitive basis
for the item described. Responses must be received by the listed
procuring office within 15 calendar days from the date of the
