Gordon, 505-475-1245 The 746th Test Squadron referred to as the Central
Inertial Guidance Test Facility (CIGTF) of the 46th Test Group at
Holloman AFB NM intends to issue a Draft Request for Proposal (DRFP
F08635-97-DRFP-PKZ04) on or about 16 June 1997 and a Request for
Proposal (RFP F08635-97-R-0023) on or about 22 August 1997 for the
replacement of the CR-100 (AN/URQ-38) Range/Range Rate Subsystem at
Holloman AFB, New Mexico. A presolicitation conference at Holloman AFB
is planned approximately two weeks after release of the Draft RFP. All
information concerning the presolicitation conference will be in the
draft RFP. The scope of this effort is to provide highly accurate Time,
Space And Position Information (TSPI) measurement data for testing of
navigation and guidance systems in a GPS electronic combat environment.
Currently, post-processed GPS/INS integrated systems are used as the
primary means of achieving highly accurate TSPI. Testing in the GPS
electronic combat environment requires TSPI sources independent of GPS.
The present TSPI measurement source that provides this jamming immunity
is the CR-100 (AN/URQ-38) Range/Range Rate Subsystem. The TSPI
measurement source being sought can be ground based, aircraft based or
both. The Government will integrate the new measurement source into
the CIGTF High Accuracy Post-processing System (CHAPS), which provides
the TSPI for the 746th Test Squadron. The measurement source will be
used in CHAPS to track military test bed aircraft on the White Sands
Missile Range, New Mexico. The draft RFP is for (1) development of the
first measurement source subsystem, (2) delivery, acceptance testing
and Initial Operational Capability (IOC) of the subsystem at Holloman
AFB/White Sands Missile Range, and (3) fabrication of additional
subsystems for Full Operational Capability (FOC), i.e., coverage of the
WSMR jamming test area. The period of performance for this effort would
be approximately 9 months from contract award to IOC, with an option
for fabrication and delivery of the FOC subsystems 6 -9 months after
exercise of the option. The anticipated contract type is firm fixed
price. Foreign participation is excluded. The draft RFP will be
released to large and small businesses alike as this acquisition is
unrestricted. The SIC Code for this acquisition is 3812, and the size

ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the ombudsman is not to diminish the
authority of the program manager or Contracting Officer but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the ombudsman will retain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
