HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCUS) SOL HRSA

Resources and Services Administration (HRSA) proposes to negotiate a
sole source contract with the Institute for College Research
Development and Support, 311 Warrenton Drive, Silver Spring, Maryland
20904 for the development, implementation, and assessment of multiple
methods of technical assistance which will focus on the following
objectives: 1) Increase the awareness and knowledge of HBCU's about the
organizational structure and mission of HRSA; 2) Promote the
programmatic activities of HRSA, for which the involvement of HBCUs
might be increased; and 3) Provide information on increasing the
competitiveness of HBCUs in pursuing funding in specific HRSA grant
and/or contract programs. The non-profit organization, the Institute
for College Research Development and Support was founded by college
presidents on behalf of the nation's HBCUs and other Minority
Institutions (MIs) The mission of the Institute, which is in keeping
with HRSA's Office of Minority Health, is to increase acquisition, by
HBCUs/MIs, of sponsored research and other programs, through contracts
and grants that might be awarded by the public and private sector. The
Institute is the only organization that has recent experience in
combining qualitative and quantitative methods of comparative case
analysis in small-sample evaluations directed toward increasing HBCU
participation in Federal grant and contract activities and the only
responsible source capable of providing the required work and services
as set forth in 41 U.S.C. 253 (c)(1). A Justification for Other than
Full and Open Competition is on file. Interested parties may, in
