Contract Specialist, (202) 205-2736. The U.S. International Trade
Commission ("ITC" or Commission) requires the services of an outside
expert consultant who has the expertise necessary to provide the ITC
assistance in completing, by respective deadlines, modeling work
required for existing investigations. The purpose of the proposed
acquisition is to provide guidance and expertise to the Commission in
adpating model programs it currently has in operation for the analysis
of certain possible trade agreements. The ITC has acquired and
developed a number of multi-country modeling frmae works and databases.
These frameworks, as developed and adapted at the ITC to specific
regions, have been applied to the analysis of alternative trade
proposals under consideration. The proposed acquisition would provide
further expertise in adapting data and modeling frameworks to the
particular charactistics of the regions and the trade questions at
issue in these investigations. The contractor will work with data and
Computable General Equilibrium (CGE) modeling programs in use at the
ITC and provide expertise complementary to ongoing Office of Economics,
Research Division (OE/RD) modeling work on current investigations.
Contractor shall provide expertise on the construction a multi-country,
multi-sectoral dynamically optimizing CGE model. Contractor guidance
will be applied to adapting existing data and modeling programs to the
generation of trade openness statistics of use to an investigation on
the dynamic effects of trade liberalization. The contractor shall
provide the Commission with a curriculum vitae, for evaluation, which
shall demonstrate the following: (1) Ph.D in economics or agricultural
economics and fifteen years of professional experience in economic
modeling and have a Ph.D in economics or agricultural economics, (2) a
record of scholarly publications in the field of dynamic modeling and
economic growth, (3) the contractor shall have previously engaged in
a consulting or Cooperative Agreement with USDA under which expertise
on CGE modeling was provided to the Economic Research Service (ERS).
Must be able to provide a point of contact at ERS who can verify that
previous modeling work supplied to ERS by the contractor was
acceptable, (4) the contractor shall have the ability to configure
globle modeling data into a format the fulfills the requirements of a
multi-country CGE model of the type represented by the ITC's Latin
American Regional model. Must have the capability to configure global
modeling data to suit a global CGE model of this type written in th
General Algebraic Modeling System (GAMS) language, (5) the contractor
shall have the capability to assist ITC in developing a model of the
above-mentioned multi-country, multi-sectoral type, written in th GAMS
language, rendered in a form that generates multi-year solutions
derived from ful intertemporal dynamic optimizating behavior and that
permits analysis of trade issues relvenat to the regions specified in
the State of Work, (6) the contractor shall have the ability complete
these tasks with work that meets the requirements and the delivery
dates specified in the Statement of Work, and (7) the contractor shall
supply its own computer equipment, software, and working space.
