In April 1994, construction of a three-story building hospital building on the compound of St. Joseph Mercy Hospital in Georgetown, Guyana, South America was completed. Since completion, the structure has settled between 2.32 inches and 2.88 inches. The Sisters of Mercy are seeking expressions of interest for an engineering firm extensive with experience in dealing with tropical soils to do the following: 1. Determine the nature of the problem. 2. Propose a sound, cost effective engineering solution to the problem. 3. Provide a detailed soils report to be used for foundation design in another location on the same compound for additional planned construction. Evaluation criteria (equally weighted). (1) Professional qualifications necessary for satisfactory performance of required services, including professional registration in one of the fifty States or Puerto Rico, (2) The staff proposed shall have demonstrable specialized experience and technical competence in the type of work (3) Capacity to accomplish the work in the required time, (4) Past performance on contracts in terms of cost control, quality of work, and compliance with performance schedules, (5) Specific experience and knowledge of tropical soils in the locality of the project, (6) Acceptability under other appropriate evaluation criteria. Travel to Georgetown, Guyana will be required. At this time, approximately two person-months of time, not including laboratory tests, are contemplated to complete this work.
