Agency for International Development in Lima, Peru, intents to
negotiate a contract extension with The Developing Economies Group
(DEG) in order to continue providing long and short-term technical
assistance, studies and training services to the Policy Analysis,
Planning and Implementation (PAPI) Project. The purpose of this action
is to extend the contract for an additional six (6) months period,
from July 1, 1997 to December 31, 1997. On September 29, 1990,
USAID/Peru and the Government of Peru signed a Project Grant Agreement
for the Policy Analysis, Planning and Implementation Project (PAPI).
The Agreement provided for up to $7.15 million for a range of
activities to support economic policy reform in the country, with a
Project Assistance Completion date (PACD) of June 30, 1997. USAID/Lima
and the Government of Peru have agreed to extend the project to
December 31, 1997. Under this project DEG has provided technical
services to the Government of Peru in planning and organizing project
activities, contracting specialized technical assistance, coordinating
activities with the private sector, and administering project
resources, as well as providing support to the project technical unit
(TU) whose main task is to generate requests or public sector
assistance and submit them for the review and approval of the General
Secretary of the Presidency of the Republic (SGPR) and USAID. During
the period of extension DEG will continue providing long and short-term
technical assistance, additional short-term training in policy related
areas and funding limited studies in technical areas consistent with
the purpose of the PAPI project. Because DEG is already in place and
has been performing satisfactorily, and thatcontracting with any other
contractor for this period would result in delays while the new
contractor becomes familiar with the program and would result in
additional costs while it does so and it fields a staff in Peru,
USAID/Lima has determined to extend its contract with DEG to continue
receiving these services. However, all responsible sources may submit
a proposal, which will be considered by the Agency. See Notes 22 and
