USAID/Madagascar is seeking proposals from qualified firms and organizations for award of a performance-based contract covering a period of four years to assist in the implementation of portions of the Participation and Poverty (P&P) project in Madagascar. The P&P project goal is to strengthen the rule of law and the role of civil society in Madagascar and assist the government to design implementable public policies that emphasize poverty alleviation in a participatory and open fashion. The recipient of this award will work towards a legal, regulatory and judicial environment which supports fair and swift resolution of commercial disputes, improved commercial law in four key areas, including developing an Alternative Dispute Resolution (ADR) body and awareness of adr as a method of resolving commercial disputes. Offerors must be able to demonstrate previous successful experience with similar work, or otherwise clearly demonstrate the institutional capability to perform contract requirements. Interested and qualified organizations should submit a written request for the Request for Proposal (RFP) to the Acquisition Specialist, Jackie Ramanitrera, USAID/Madagascar, B.P. 5253, Antananarivo 101, Madagascar. USAID encourages the participation to the maximum extent possible of U.S. Entities that are small business concerns, small disadvantaged business concerns, including women-owned concerns, historically Black colleges and universities, colleges and universities whose student body is at least 40 percent Hispanic American, and private voluntary organizations controlled by socially and economically disadvantaged individuals including women in accordance with Part 19 of the FAR and Part 726 of the AIRAR. It is anticipated that the prime contractor will make maximum practicable use of such entities, subcontracting plans should be included in proposals submitted. The RFP will be released not earlier than 15 days after the date of the cbd publication and proposals will be due at the specified location in Madagascar approximately 45 days thereafter.
