USAID/Madagascar is seeking proposals from qualified firms and organizations for award of a performance-based contract covering a period of four years to assist in the implementation of portions of the Participation and Poverty (P&P) project in Madagascar. The P&P project goal is to strengthen the rule of law and the role of civil society in Madagascar and assist the government to design implementable public policies that emphasize poverty alleviation in a participatory and open fashion. The recipient of this award will work towards a legal, regulatory and judicial environment which supports fair and swift resolution of commercial disputes, improved commercial law in four key areas, including developing an Alternative Dispute Resolution (ADR) body and awareness of adr as a method of resolving commercial disputes. Offerors must be able to demonstrate previous successful experience with similar work, or otherwise clearly demonstrate the institutional capability to perform contract requirements. It is anticipated that the prime contractor will make maximum practicable use of such entities, subcontracting plans should be included in proposals submitted.
