located in the Environment and Infrastructure Office, Environment
Division (EI/ENV), USAID/Egypt, and is available immediately.
Preference will be given to qualified individuals with previous USAID
experience. Initial period of performance is two years with an option
for extension conditional upon USAID approvals and availability of
funds. This position is anticipated to be a USAID GS-13. Position
Title: Environment Program Management Advisor Background: As
USAID/Egypt's EI/ENV staff take on responsibility for an increased
number of specific environmental initiatives, the Environment Program
Management Advisor will directly support the Division Chief in
overseeing all elements of this key USAID program and ensuring that
such initiatives contribute to the achievement of Mission objectives.
The current USAID/Egypt environmental program is based on the following
strategic objectives (SOs) and special objective (SpO): A.SO-6:
"Increased Access to and Sustainability of Water and Wastewater
Service," B.SO-7: "Reduced Generation of Air Pollution," C.SpO- D:
"Approaches to Sustainable Tourism Demonstrated". Since the
establishment of a USAID environmental program in 1992, Mission focus
has primarily been at the project level. The largest single
environmental project underway is the Energy Conservation and
Environmental Project (ECEP). ECEP's purpose is to promote and
accelerate the adoption of improved commercial technologies, processes,
and practices in order to save energy and protect the environment. The
Cairo Air Improvement Project (CAIP) is one of USAID's largest new
project in this area. It will primarily focus on mobile air pollution
sources and selected major point sources of air pollution in greater
Cairo. This will be the focal point for project level assistance in
support of SO-7. The Environmentally Sustainable Tourism (EST) program
supports an initial set of pilot activities which are intended to
strengthen overall linkages among the public sector, private sector,
and non-governmental organizations. USAID environment programs have
identified a substantial set of environmental policy, regulatory, and
institutional issues, some of which are being pursued under the USAID
Sector Policy Reform Program (SPR). The USAID environment program also
contributes to achievement of the goals of the U.S.-Egyptian
Partnership for Economic Growth and Development (the Gore/Mubarak
Partnership) and its Sub-Committee III on Sustainable Development and
Environment. While limited environmental policy initiatives have been
incorporated into SPR benchmarks and Gore/Mubarak Partnership
Sub-Committee III activities, the Mission is adding an explicit policy
dimension to ongoing USAID activities in the environmental sector by
developing an Egyptian Environmental Policy Program (EEPP). This
program will address critical regulatory, policy and institutional
reforms required for changing the way in which Egypt manages and
protects the environment. Closely related to the sector assessment, a
broad monitoring system is being developed which will provide
sector-wide information on key environmental indicators. Statement of
Work: As a key member of the Environment Division (EI/ENV) staff, the
Environment Program Management Advisor will undertake the following
major responsibilities in close collaboration with USAID results
package and activity team leaders. A. ENVIRONMENT SECTOR MONITORING.
Working in collaboration with USAID's contractor for environmental
sector monitoring, the Advisor will lead EI/ENV's management of the
environment sector monitoring system in collaboration with GOE
counterparts and other major donors. Reports and presentations will be
prepared to keep Mission and GOE officials informed regarding the
state of the Egyptian environment, the performance and impact of USAID
initiatives, including R4 reporting, and the need for changes in
environmental management. Changes in the monitoring system will be
designed and implemented when needed, and in-depth analysis of
environmental issues will be undertaken when the need for such is
indicated by monitoring results. B. ENVIRONMENT SECTOR PROFESSIONAL
TRAINING. In collaboration with EI/ENV's activity officers and
officer/contractor of the Development Training Two Project, the Advisor
will lead the implementation of the environment sector training plan.
C. ENVIRONMENT SECTOR PUBLIC AWARENESS AND EDUCATION. In collaboration
with EI/ENV's Result Package and Activity Team Leaders and
contractors, the Advisor will lead the implementation of the
environment sector public awareness activity. D. STRATEGIC AND SPECIAL
OBJECTIVE TEAM SUPPORT. Technical and programmatic support,
particularly in the areas of air quality and air pollution mitigation,
will be provided to environment sector strategic, special, and results
package teams and team leaders. E. GORE-MUBARAK PARTNERSHIP FOR
ECONOMIC GROWTH: SUB-COMMITTEE THREE FOR SUSTAINABLE DEVELOPMENT AND
THE ENVIRONMENT. The Advisor will serve as the principal working-level
liaison of the EI/ENV Division for activities of Sub-Committee Three.
Qualifications: M.S. in Environmental Sciences, Environmental
Engineering, or a related field, prefer familiarity with U.S.
environmental impact procedures, U.S. EPA functions and experience, the
U.S. Clean Air Act, and USAID environmental initiatives,at least five
years of experience that provides a thorough understanding of
environment program and policy development, monitoring precepts,
environmental data management, and the broad application of environment
data to the management and protection of the environment. Specialized
expertize in air quality and air pollution mitigation is highly
desirable. Proficiency in English is required. A working knowledge
ofArabic is highly desirable. Interested individuals must complete
