Bureau of Reclamation (Reclamation) has a requirement for the services
of an individual to plan conduct and edit an oral history interviews
programs already in progress regarding the Newlands Project, a
Reclamation project in western Nevada. The preferred contractor will
possess a Ph.D. degree in history or political science with
demonstrated oral history work in public policy issues at the national
state, and local levels. In addition, the contractor must possess
thorough knowledge and understanding of the complex legal, political,
environmental, and water issues of the Newlands Project. The ability to
learn about these issues is not acceptable. The contractor must be able
to document his/her effectiveness in conducting and editing oral
history interviews using normally accepted oral history editing
guidelines and practices. Travel in and around the vicinities of Carson
City, Reno, Fallon NV and Sacramento CA is anticipated. Occasional
travel to Washington, D.C. and other locations may be required. The
estimated term of performance for this contract is estimated to begin
about September 1, 1997 through September 30, 1997, with three optional
performance periods, each with a duration of one year. The contractor
may be required to perform for a period of 328 hours during FY 1997 and
anywhere from 1075 to 1160 hours during each of the optional
periods-(FY 1998-2000).Preference is to be given to contractors who
maximized hours actually performing oral history, planning, interviews
and editing and a minimum of time devoted to travel. Based on
information available at this time, and in accordance with 41 U.S.C 253
(c)(1), implemented by FAR 6.302-1, Reclamation considers the services
specified above as sole source from Mr. Donald B. Seney of South Lake
Tahoe, CA., and it proposes to negotiate a contract with that firm on
that basis. However, should additional sources be identified, they
will be considered. Any sources who believe they can provide the
required services as specified herein are invited to submit, in
writing, an affirmative response to this announcement within 45
calendar days of the publication of this synopsis. An affirmative
response would include literature, brochures and such other materials
which correspond to the required services stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. All sources responding to this synopsis shall
submit information relating to their business size status, i.e., small,
large, minority owned, woman-owned, etc. The Standard Identifier Code
(SIC) for this acquisition is 8743 and the small business standard is
