202-565-4307 The Department of Veterans Affairs (VA) is providing a
development oppertunity for a qualified and motivated
lessee/developer/operator to finance, develop, and operate a
co-geration energy plant on the campus of the VA Medical Center, North
Chicago, IL. The Department intends to use its Enhanced-Use leasing
authority as a means of obtaining reduced-cost utilities and possible
other energy-related services at the VA Medical Center Chicago, IL. --
It is the Department's intent to lease, on a long-term basis, a one
acre parcel to a public or private energy developer/producer. The
selected lessee will be responsible for financing, developing,
operating and maintaining a co-generation energy plant, and selling
energy to the North Chicago VA Medical Center. Other purchase
arrangements with off-site consumers may be possible if in compliance
with all applicable energy/utility-related statutes and regulations.
Through theEnhanced-Use leasing authority. VA will transfer to an
energy developer/producer the responsibility and commitment of
providing energy (steam and electric) to VA. At the same time, VA can
reap the benefits or more efficient and lower costg energy. Also, other
off-site users may be interested in purchasing energy from the
operation, such as GLNB and the Medical Center affiliate, Finch
University of Health Sciences, The Chicago Medical School (FUMS),
thereby adding to VA's consideration. -- The intent is to immediately
pursue the developmentof this initiative through a subsequent Request
