extension 5246 17. The Air Force Development Test Center (AFDTC) is
pursuing conversion of a portion of its Civil Engineering functions to
a contract activity based on an OMB Circular A-76 study. AFDTC
contemplates release of a Request for Proposal (RFP) during April 1988.
The functions under study include the following: a) Housing management
services for over 2350 family housing units and dormitory and
furnishings management for unaccompanied housing; b) Facilities
maintenance and repair for over 2500 facilities including a hospital in
excess of 275,000 SF and military family housing units to include 24
hour service call/emergency response for all facilities and 24 hour
utility plant operations at the Hospital supporting critical life
support facilities; c) Wastewater treatment plant operation of 6 plants
with a total capacity exceeding 2.7 million gallons per day (each plant
operates under a Florida State Department Environmental Protection
permit); d) Mission equipment and range road support operations
including but not limited to paving, concrete work, earthwork, crane
operations and ground maintenance activities for Eglin's ranges; and e)
Provide material acquisition (estimated at over 25,000 items per year)
and supply store services (40 hours per week) for self help and the
Civil Engineer Group. The proposed service Standard Industrial
Classification Code (SIC Code) for this acquisition is 8744 ($20
million). This action is under 100% small-business set-aside. Please
state that you qualify as a small business against this size standard.

Commander to hear offerors' or potential offerors' concerns, if any,
regarding this acquisition. The Ombudsman's purpose is not to replace
the technical staff or contracting officer but to serve as an honest
broker regarding contractor concerns and issues or disagreements with
government personnel. The Ombudsman will maintain strict
confidentiality as to the source of the concern when requested by the
offerors. The Ombudsman will not participate in the evaluation of
proposals or source selection decision process for this acquisition.
All responsible sources may submit an offer which will be considered by

accepted. Written requests for solicitation may be mailed to
