882-8567 The 586th Flight Test Squadron of the 46th Test Group at
Holloman AFB NM intends to issue a Request for Proposal (RFP) on or
about 30 June 1997 for a firm-fixed-price contract to modify a C-12J
(military version of the Beechcraft 1900C) aircraft that is owned by
the 46th Test Group. All modifications will be performed at the
contractor's facility. Prior to beginning the modifications, approval
must be obtained from USAF OC/ALC-LK for a modification/demodification
package describing in technical detail the procedures to modify and
demodify the aircraft, which the contractor will generate. Due to the
need to have mod/demod package approval prior to commencing work, all
of the modification tasks are contract options. The scope of the option
effort is as follows: 1) Replace 300 Amp engine DC generators with 400
Amp engine DC generators and upgrade the wiring and circuit protection
to accommodate the increased electrical load. 2) Design and install a
Modification Interface Panel (MIP). This panel shall be the central
distribution point for sensor information generated by all the
modifications which include the installation of pitot static and
dynamic pressure outputs, temperature sensors, interphone harness
connections, and provisions for carriage of electronic countermeasures
equipment both internally and externally on inboard wing hardpoints.
3) Install various antennas on the aircraft to accommodate test program
requirements and test scenarios. 4) Replace two rear cabin windows with
a medium which has transmissibility in the 3-16 Gigahertz range.
Provide mounting fixtures to accommodate ECM antennas located adjacent
to the windows. 5) Install a 28V ground input power receptacle that is
independent of the aircraft's 28V power to facilitate extended ground
operations and testing. 6) Install a GFE Power Distribution Unit (PDU),
bringing both internal and external 28V power to the PDU. Provide
provisions to mount multiple test racks in the aircraft. Ancillary
efforts include 1) Providing changes in aircraft performance data
related to the completed modifications. 2) Providing training to Air
Force personnel, and supplementary pages for changes affecting T.O.s.
3) Maintaining the FAA certification for the aircraft. The anticipated
due date for proposals for the RFP is 31 July 1997. The period of
performance is 60 days for the mod/demod package and 120 days for the
options. This acquisition will be unrestricted with a SIC code of 3721
and small business size standard of 1,500 employees. Requests for the

must be able to meet the requirement of FAR 52.219-14, Limitations on
Subcontracting, i.e., the concern shall perform work for at least 50%
of the cost of the modifications, notincluding the cost of materials.

is not to replace the technical staff or contracting officer but to
serve as an honest broker and communicate any contractor concerns,
issues, and disagreements to the appropriate government personnel. The
Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
