Patuxent River, MD plans to acquire on a firm fixed price basis a MTS
Systems Corporation a 22 KIP Materials Testing System for the Polymer
and Composites Lab(Code 4.3.4.3), Air Vehicle Aerospace Materials
Laboratory of the Naval Air Warfare Center Aircraft Division, Patuxent
River, Maryland, 20670-5704. This system is configured to determine
mechanical properties of polymers, composites and elastomeric materials
in temperatures up to 1000 F for application of these advanced
materials to current and future naval aircraft platforms. The programs
that this test system will support are the F-18, V-22, JSF, H-2, P-3,
F-5, 6.2 Materials Development, Navy Composites Center and Navy
Joining Center. This is a combined synopsis/solicitation for commercial
items prepared in accordance with format in the Federal Acquisition
regulation (FAR), Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. A written solicitation will not be issued.
Solicitation # N00421-97-R-1179 is issued as a Request For Proposal
(RFP). The incorporated document, provisions and clauses are those in
effect through Federal Acquisition Circular 90-37 and Defense
Acquisition Circular 91-10. This acquisition will be negotiated on a
sole source basis with MTS Systems Corporation, 442 West Washington
Blvd., Grove City, PA 16127 under the authority of FAR 6.302-1 (Only
one responsible source and no other supplies or services will satisfy
agency requirement. This is necessitated because: [A] In monolithic
(one-time tensile or compressive load) or fatigue (cyclic) testing of
engineering materials specimens are held in the grips throughout the
test cycle. Hydraulic grips provide a much higher and consistent normal
load on the specimen tabs than do mechanical grips. Only hydraulic
gripping that provides a constant, adjustable gripping force can be
used with many of the composite, polymer and metal specimens tested for
advanced naval aircraft applications. This method prevents damage to
soft specimens and also provides firm gripping to hard and brittle
materials. The high temperature hydraulic grips developed by only
available from MTS Systems are unique because of the extension tubes
(rods) that open and close the grips remotely for use in an
environmental chamber at temperatures from -200 F to 1000 F. This high
temperature grip feature is mandatory because of the wide range of
temperatures that must be tested for in order to acquire the
engineering data that must be generated and verified before new
materials can be incorporated into aircraft airframes and engines. [B]
The -200 to 1000 F environmental chamber is an integral part of the 22
Kip Materials Testing System and is indispensable to polymer and
composite materials evaluation. This chamber fits in the 2-column load
frame and will house the high temperature grips. There is a 17-inch
travel space for a 4-inch specimen held between the grips which
translates to the ability to test elastomeric materials with over 400
per cent elongation. This feature is needed for developing and
evaluating advanced elastomeric polymers. [C] MTS Systems has a closely
controlled hydraulic operating system that can be programmed for
various fatigue levels in one continuous test. Such tests are necessary
for life-cycle predictions of aircraft materials. The normal designs
for this type of equipment are either mechanically driven test
equipment or hydraulic test equipment that is limited to monolithic
(one-time) tests or limited fatigue tests. The MTS function generator
allows the operator to quickly set up test cycles with rate, frequency,
amplitude and mean controls for sine, triangle, square and ramp command
signals. This accurately controlled hydraulic operating feature is
mandatory in generating or verifying materials data. [D] The design of
the MTS control system is modular which allows both custom
configuration of testing and the addition of subsequent upgrades. The
proposed test system allows for the direct interchange of test fixtures
and procedures from the two MTS systems currently operated in the
polymers and composites technology laboratory. Additionally, the
hydraulic power supply can interface with the current MTS test frames,
thus allowing for a centralized pump source. The TestStar
controller/software package enabling the operator to conduct and
develop test procedures that are completely compatible with current
configurations. Using a system other than the MTS will require
extensive time and cost to monitor, decipher, and analyze test data
from two different test systems. A detailed description of the required

A twelve month system warranty is included from the date of customer
acceptance or 15 months from the date of shipment whichever occurs
first. This warranty covers parts, labor, and travel. CLIN 0004

normally supplied with the system in customary commercial practice The

contractor shall extend to the Government full coverage of any standard
commercial warranty normally offered in a similar commercial sale.
Acceptance of the warranty does not waive the Government's rights under
the Inspection clause, nor does it limit the Government's rights with
regard to the other terms and conditions of the contract. In the event
of a conflict, the terms and conditions of the contract shall take
precedence over the warranty. The warranty period shall begin upon
