Division, bwynne@nswc.navy.mil. The Government intends to purchase on
a sole source basis the following software and support items
manufactured and provided by OMNIVIEW. The Government requires this
unique software tool to perform comparisons of hardware and software
architectures in a development environment to identify and correct
bottlenecks to improve performance. This software is in support of the
Theatre Ballistic Missile Defense (TBMD) effort, SPY radar
requirements, Digital Signal Processor (DSP) development. The items
are: (1) COSMOS Performance Modeling Workbench formally PMW, includes
first year reference library subscription and HDL modeling library --
Floating License p/n COS-P and includes software, media, license and
documentation (1 each); (2) Annual maintenance for COSMOS p/n COS-P-M
and includes all updates, upgrades and unlimited telephone support,
Monday thru Friday excluding Government holidays, hours 8:00 am to 5:00
pm EST (1 each). This software explores architectural tradeoffs and
maximizes overall system performance by selecting optimal allocations
of functions between hardware and software. It analyzes optimizes
complex multiprocessor real time systems. The Government requires a
software tool to develop a functional Digital Signal Processor to match
the unique capabilities of the AN/SPY 1B/D Radar in support of the TBMD
Navy Wide Area Threat (NWAT) effort. This software tool is needed to
optimize development of the prototype system under development. The DSP
system is being developed to process streams of data from AN/SPY radar
and other sensors and provides real time analysis of this data
instantaneously. This is a unique design for a specific function and
requires the operational capability of performing multiple processing
of real time data in a highly parallel processing environment. This
action also is for development of a commercial off the shelf system,
which offers the high performance processing capabilities. This is the
only known software tool with the capabilities to help the designers
maximize performance of the system development effort. The hardware
system is a prototype development effort for proof of concept in the
support of the critical TBMD requirements. Award is to be made
utilizing Simplified Acquisition Procedures. All responsible sources
