purchase on a sole source basis the following Optical Imaging System
(OIS) Drive Replacement System to upgrade the existing Government owned
Optical Archiving Systems (OAS) manufactured and provided by DRS
Technical Services formerly known as Technology Applications and
Service Company (TAS). The Government requires the upgrades to be
completely consistent and compatible with the existing Government
environment. The items are: (1) OAS Single drive 19" rack mount OIS p/n
9700819. This single drive system is in 19" rack mountable enclosure
with slide rails (4 each); (2) OAS/ODS Dual drive 19" rack mount OIS
p/n 9700820. This dual drive 19" rack mount is in an enclosure with
slide rails (1 each); (3) OAS/ODS image editing OIS (desktop) p/n
9700821. This is an image editing system that is a desktop unit that
includes the populated PC Tower case, monitor, keyboard and mouse (1
each); (4) Installation, checkout, operator training p/n 800001 (1
lot); (5) Technical manual OIS p/n 8900242 (1 each). The OAS emulates
military magnetic tape drives such as a RD-358, OJ-172, and USH-26 and
provides storage of programs on optical media. Each OAS consists of a
Universal Controller and OAS Controller which was designed by TAS and
each contains proprietary firmware. Each OAS also contains an Optical
Image System now configured with 12 inch Optical Drives and two with
an additional 9-Track Magnetic Tape Drive Option. The dual-drive OIS
and associated firmware support tape-to-disk, disk-to-tape, and bypass
OAS operations. These units are used to initially build the
multiprogram optical platters for use on all the OAS's. The OAS's are
used to load AEGIS training scenarios for all baselines. One drawback
of the existing optical system is that the optical platters and drives
are not eraseable. The new OIS is eraseable and old scenarios can be
deleted resulting in fewer optical media needed for training classes.
The Government requires all equipment to completely compatible with the
existing equipment. Each existing OAS Controller will require an
upgrade to proprietary firmware to be able to interface to the new OIS.
DRS Technical Services is the only vendor that offers the unique
capability of upgrading the older system firmware and ensuring that
these systems will operate together as a single integrated system.
Complete capability and compatibility is absolutely necessary. Award is
to be made utilizing Simplified Acquisition Procedures. All responsible
sources shall provide manufacturer's specifications with their fax
quote which shall be considered by the Naval Surface Warfare Center,
