A -- LINE CHARGE MANUFACTURING TECHNOLOGY BROAD AGENCY ANNOUNCEMENT (BAA) SOL BAA 97-002 DUE 080497 POC Michael L. Burch, Code 1141B, (301) 743-6662 E-MAIL: BAA 97-002, 1141B@supply.ih.navy.mil. Sources sought to develop innovative alternate grenade attachment methods for the Line Charge Assemby of the Anti-Personnel Obstacle Breaching System (APOBS). The overall system contains one Rocket Motor, a Line Charge Assembly (containing detonation cord, and 108 evenly spaced warheads), fuze assemblies, a parachute assembly, backpack sets (2), and a shipping container. Technology developed may be APOBS program and future development and production phases of other mine and obstacle clearance systems. Concepts concerning the overbraiding of the explosive components of the APOBS will be discouraged because the Naval Surface Warfare Center, Indian Head Division has been conducting an "In-House" evaluation of this concept since FY 96 and will continue this effort under this Line Charge Manufacturing Technology program. Evaluation Criteria: Each proposal shall be evaluated against the following criteria: (1) Overall scientific, technical, and fiscal merits of the proposed effort; (2) understanding of the physical and functional requirements of the existing Anti-Personnel Obstacle Breaching System and the methods taken to ensure that those requirements are met; (3) offerer's capabilities, related experience, and facilities that contribute to the success of the proposed effort; (4) experience and background of the principal team members; and (5) proposed cost and fees. Phase I proposals should not exceed $100K. The efforts conducted during Phase I shall be a design and analysis of one or more attachment concepts, static and dynamic testing of the concept(s), a manufacturing demonstration of the proposed concept, and a cost analysis of the proposed concept(s). The duration of Phase I shall not exceed 6 Months beyond the date of Contract Award. Phase II of the program (which would be dependent upon successful completion of Phase I and available funding by the government) would require the contractor to successfully demonstrate the fabrication of APOBS Line Charge Assemblies using the proposed concept(s), fabricate and ship to the Government TBD partial and completely assembled live Line Charge Assemblies in their Back Pack assemblies, and provide all supporting documentation on the manufacturing process. The Government will conduct functional and safety testing on provided Line Charge Assemblies. Selection Information: The government reserves the right to select any, all, a part of, or none of the proposals received in response to this announcement. All proposals submitted under this announcement shall be considered Government property. The Government may require unlimited data rights for work performed under resulting contracts. This announcement solicits the participation of all offerers capable of satisfying the Government's needs. The Government will not cover the cost of proposal preparation in any existing or future contract. Proposals will be accepted until 04 August 1997.
