The Defense Special Weapons Agency (DSWA) is seeking to complete in publishable form, a revision of EM-1-Capabilities of Nuclear Weapons (U): Chapter 3-Cratering, Ejecta, and Ground Shock (U). This revision will be based on an initial draft already completed by Titan Research & Technology Division (TRT) of the Titan Corporation. The last version of this chapter was published in January 1992. TRT has over 25 years of expertise in calculating nuclear cratering and ground shock effects and developing specifications for those effects. Continued effort at TRT has led to significant improvements in nuclear cratering and ground shock effects estimates which are paramount to the revision of Chapter 3. Nuclear Weapons remain a significant military threat which require continued direction for both weapons lethality and military survivability evaluations. The improved weapons accuracies combined with the reduced numbers of weapons results in the requirement for increased accuracy of the Department of Defense (DoD) guidance for weapons effects prediction methods. For cratering and ground motion from nuclear weapons explosions spanning at least six (6) orders of magnitude in yield, this guidance is contained in Chapter 3 of Effects Manual-1 (EM-1). All contractor personnel will require a DoD security clearance of SECRET. Note that this procurement is being contemplated as a Sole Source Procurement to Titan Corporation but DSWA is interested in others who believe they are capable of performing. See Note 22.
