(A-E) services are required for testing, design and inspection services
for hazardous material remediation work (including, but not limited to,
asbestos and lead based paint remediation) and for other supporting
services at Fairchild AFB, WA. Some of the work will be for testing,
design and inspection services for the hazardous material remediation
portion only of larger construction and service projects. More than one
open-end contract may be awarded from this single solicitation.
Open-end contract(s) will be issued for a period of one year with the
option to extend for two additional years. Projects will be issued to
the contractor(s) by delivery orders. Delivery orders will not exceed
$150,000. Cumulative amounts of all delivery orders will not exceed
$150,000 per year. Delivery orders will be issued from time to time, as
the need arises, during the contract period. Design services required
will primarily be sampling and testing for hazardous material, good
faith surveys, preparation of good faith survey reports and preparation
of specifications and drawings to cover hazardous material remediation
of maintenance, repair, minor construction and demolition type
projects. Various types of services such as investigation, inspection,
studies, reports, and cost estimates may also be required as they
relate to project designs and studies. Special emphasis will be placed
on assurance of compliance with all laws and regulations applicable to
hazardous material remediation by execution contractors. Projects may
include various combinations of disciplines. Construction management
and quality control/assurance services may also be required. A minimum
of $5,000 in fee work will be issued under each contract awarded.
Firm-fixed price A-E contract (indefinite delivery) will be used.
Significant evaluation factors, in order of relative importance, are as
follows: (1) Professional qualifications and appropriate licensing of
the staff to be assigned to the projects(s), including qualifications
and experience of subcontractors/consultants. Consideration of the type
and quality of projects the staff has been involved with and their
ability to provide successful solutions. (2) Recent specialized
experience in the area of hazardous material remediation, including
good faith surveys, specification writing and inspection/compliance
services rendered for the construction phase of contracts.
Consideration of prior projects completed by the firm, and how the
construction management was accomplished. (3) Capacity to accomplish
the work in the required time frame. A determination that the firm has
the resources to perform the work. (4) Past performance of work on
other Department of Defense (DOD) contracts and other contracts, both
government and private in terms of cost control, quality of work, and
compliance with performance schedules. (5) Location in the general
geographical area of the projects and knowledge of the locality of the
projects, which are at Fairchild AFB, WA and vicinity. (6) Volume of
work previously awarded by Fairchild AFB and other DOD awards, with the
object of effecting an equitable distribution of DOD A-E contracts
among qualified A-E firms. (7) Full time construction inspection
capability. Firms desiring consideration should submit an SF 254 and SF
