National Guard, Lincoln, Nebraska to support Military Department
investigation services, design services and inspection for project
number 310019: Multipurpose Baffled Range. Requirements include
constructing a fully baffled, 40 lane, 25 meter rifle and pistol
qualification range overlaid with a 3 point, 10 meter M60 machine gun
range. Primary facilities include a covered firing line, control
building, sidewalks, overhead baffles, safety berms, bullet stop, and
target sites. Supporting facilities include walks, latrine, mess/break
shelter, bleacher enclosure, target storage/repair building, ammo
breakdown, range lighting and security fencing. The A/E will be
required to evaluate the design at the 10% stage and develop a
statistical model to predict probability of round ricochets outside the
range. Estimated cost of construction is between $500,000.00 and
$1,000,000.00. Significant specific evaluation factors in relative
order of importance are: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competency; (3) Capacity of the Firm to
accomplish the required services; (4) Past performance on Federal
Contracts; (5) Location of the Firm with respect to the project site;
(6) Demonstrated success in prescribing the use of recovered materials
and achieving waste reduction and energy efficiency in facility
design; (7) Volume of DOD work awarded to the firm during the last 12
months; Architect-Engineer firms that meet the requirements described
in this announcement are invited to submit completed Standard Forms 254
and 255, Government Architect-Engineer Qualifications to the above
office. Firms responding to the announcement within 30 calendar days
from publication of this notice will be considered. If the 30th day
falls on Saturday, Sunday or a U.S. Government holiday, the deadline is
close of business on the next business day. This is not a Request For
Proposal. See numbered Note 24. It is requested that interested firms
list the fee amount and date of all DOD contracts awarded during the
last 12 months to the firm and all subsidiaries in block 9 of the SF
