Architect Engineer Services for the Army National Guard, Lincoln, Nebraska to support Military Department investigation services, design services and inspection for project number 310019: Multipurpose Baffled Range. Requirements include constructing a fully baffled, 40 lane, 25 meter rifle and pistol qualification range overlaid with a 3 point, 10 meter M60 machine gun range. Primary facilities include a covered firing line, control building, sidewalks, overhead baffles, safety berms, bullet stop, and target sites. Supporting facilities include walks, latrine, mess/break shelter, bleacher enclosure, target storage/repair building, ammo breakdown, range lighting and security fencing. The A/E will be required to evaluate the design at the 10% stage and develop a statistical model to predict probability of round ricochets outside the range. Estimated cost of construction is between $500,000.00 and $1,000,000.00. Significant specific evaluation factors in relative order of importance are: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competency; (3) Capacity of the Firm to accomplish the required services; (4) Past performance on Federal Contracts; (5) Location of the Firm with respect to the project site; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (7) Volume of DOD work awarded to the firm during the last 12 months; Architect-Engineer firms that meet the requirements described in this announcement are invited to submit completed Standard Forms 254 and 255, Government Architect-Engineer Qualifications to the above office.
