Firm-fixed price Architect-Engineer services are required for design
and preparation of plans and specifications for the purpose of bidding
and construction of a variety of projects at SWFPAC with most related
to the D-5 Backfit Program. The D-5 Backfit Program was begun in the
late 1980s then put on hold in 1991. The hold is expected to be
released but is subject to Congressional Appropriation. Some of the
programmed D-5 projects were previously designed or design begun before
1991. Where some design already exists, the percent design complete is
shown below. However, today's D-5 Backfit Program is substantially cut
back from the program designed through 1991 and only portions of prior
design effort may be applicable to today's D-5 Backfit Program. The
primary purpose of this contract is to provide design for new
construction, additions, renovations, and utilities and site
improvements. The primary design efforts will include the preparation
of final plans and specifications, with related engineering services
for the following projects: P-291, Limited Area Security Upgrades: New
Design. One-story 350 SM addition to the Reaction Force Facility
(RFF), with concrete foundations and floor slab, ballistic hardened
concrete exterior walls and roof, air conditioning, fire sprinkler
system; two new reinforced concrete guard towers on spread footings;
utilities; additional perimeter security lighting; barriers to protect
exposed areas of the Limited Area (LA) perimeter; armored protection
for exposed crtical electrical distribution system elements; and LA
road drainage ditch crossings. P-321, Trident II D-5 Modifications,
Phase I: This project is composed of three separate projects which were
previously final designed. Upgrade, realign, overlay, and increase the
turning radii and shoulders of sections of existing roads; widen the
vehicle access through security gates; relocate utilities; provide all
weather access and paved D-5 ballast can storage and crane pad;
provide D-5 security upgrades in the LA; modify access to the Motor
Transfer Facility; provide new concrete pads and railroad trackage;
provide 480 volts electrical service to new pad area; modify 8 existing
Reentry Body (REB) Magazines to add a reinforced concrete mechanical
equipment room; HVAC equipment and ductwork; underground electrical
service; modify 4 existing Missile/Motor (MM) Magazine aprons to satisy
TRIDENT II Transportation equipment requirements. P-945, Explosive
Handling Wharf (EHW) Modification: 35% design complete. Modify
approximately 186 SM of the EHW-1 deck to add concrete load bearing
pads and Missile Erection Bridge tie-downs; modify existing Service
Unit storage platform for storage of Launch Tube Maintenance Platform
and Davit; replace Guidance Support Equipment receptacles. P-955
Utilities & Site Improvements Phase II: New Design. Provides, modifies,
or upgrades existing roads, berms, utility systems, site improvements,
temporary or permanent security facilities, fencing, apron
improvements, electrical and communication system modifications, guard
towers and environmental mitigation. P-960 Missile/Motor Magazine
Modifications: New Design. Modify 11 existing Missile/Motor (MM)
Magazine aprons to satisfy TRIDENT II Transportation equipment
requirements. P-964 Covered Storage Area (CSA) Addition: New Design.
Modify the existing CSA to accommodate additional TRIDENT II storage
containers and equipment. Other related D-5 projects currently
unprogrammed may be added to this scope. Preparation of INTERGRAPH
Microstation and AUTOCAD compatible computer drawing data on magnetic
media and computer automated specifications (SPECSINTACT) are required.
Prioritized selection criteria in descending order of importance are:
(1) Past performance on contracts of a similar nature, as identified in
the description above, with government agencies and private industry in
terms of quality of work, cost control and compliance with performance
schedules. Show representative examples of bid prices compared to A-E
estimates on recent projects from the planningstage to bid. Show cost
control measures taken and office procedures used to ensure design is
within cost limitations. List the results of 3 to 5 projects. List
recent awards, commendations and other performance evaluations. (2)
Professional qualifications of the staff to be assigned to this
project, including subconsultants, and their respective vocational
background in the design of facilities as described in the description
above. List only the team members who will actually perform major
tasks under these projects; qualifications should reflect the
individual's potential contributions to the projects. In Block 4 of the
SF-255 (Personnel by Discipline) show the entire proposed team by
listing personnel employed by the prime in the blanks provided and
personnel from subconsultants to the left in parentheses. In Block 7 of
the SF-255 indicate branch office location of each team member
including key consultant personnel. (3) Recent specialized experience
of the firm (including consultants) in the design of facilities
described above. Cabability to provide A-E services in Standard
International (SI) metric units. Capability to provide computer drawing
data on magnetic media that is compatible with INTERGRAPH Microstation.
Do not list more than 10 projects, including those of subconsultants,
in Block 8 of the SF-255. Indicate which staff and consultants from the
proposed team, if any, participated in the design of each project. (4)
Design Quality Control Program. Provide information describing the
quality control program and key procedures including coordination of
subconsultant's quality control program. Include documentation that
demonstrates successful application of the quality control program for
previous projects similar to those listed in the description above.
(5) Capacity to accomplish the work in the required time limits of each
projecct. Indicate the firm's present workload and the availability of
the project team (including consultants) for the specified contract
period. (6) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facilities design. ***Note: Criteria numbers (7) through (10) shall be
used as secondary evaluation factors should the application of
criteria numbers (1) through (6) result in firms being rated as equal.
(7) Demonstrate knowledge of the locality of the area of
consideration. (8) Location of the firm in the general geographic area.
(9) Use of small/small disadvantaged or women-owned business firms as
primary consultants or as subconsultants. (10) Volume of work
previously awarded by DOD to the firm. This information shall be
recorded in Block 9 of the SF-255 by listing the total amount of prime
contractor DOD fees awarded for the previous 12 months. GENERAL
INFORMATION: The estimated start date for design of project P-291 is
September 1997. The estimated completion date for construction of
project P-291 is October 2000. The estimated start dates for design of
Projects P-321, P-945, P-955, P-960 and P-964 will vary according to
the designated programmed fiscal year but are anticipated to occur at
the rate of one design per year beginning September 1998. The estimated
construction costs, including all projects, is between $10 and $20
million. A small business/small disadvantaged business subcontracting
plan may be required in accordance with FAR 19.702. The Standard
Industry Code (SIC) for this procurement is 8711. The small business
size standard is $2.5 million annual average gross revenue for the last
three fiscal years. Qualified firms desiring consideration shall submit
one copy of a SF-254 and SF-255 including organization chart of key
personnel to be assigned to the contract and each subconsultant's
current SF-254 to Ms. Stephanie A. Peterson, Code T2SAP, Engineering

98370-7570 not later than COB (4:00 p.m. local time) 30 days (first
work day following a weekend or holiday) after publication in the
Commerce Business Daily. In Block 10 of the SF-255discuss why the firm
is especially qualified based on the selection criteria. For firms
applying with multiple offices, indicate the office which completed
each of the projects listed in Block 8 and list which office is under
contract for any contracts listed in Block 9 of the SF-255. Use Block
10 of the SF-255 to provide any additional information desired.
Personal interviews may not be scheduled prior to selection of the most
highly qualified firms. Firms which design or prepare specifications
for a construction contract or procurement of supplies cannot provide
the construction or supplies. This limitation also applies to
subsidiaries and affiliates of the firm. Telegraphic and facsimile
SF-254/255s will not be accepted. Site visits will not be arranged
during the submittal period. This project is open to all business
concerns. No additional technical information is available at this
