J -- CONTRACTOR OPERATION AND MAINTENANCE SERVICES (COMS) FOR AVIATION TRAINERS AT NATTC PENSACOLA, FL AND NATTC DET LAKEHURST, NJ POC Contract Specialist -- Gary L. Grauert, 407/380-4603 The purpose of this sources sought synopsis is to solicit information as to the availability of potential sources to provide Contractor Operation and Maintenance of Simulators (COMS) services at the Naval Air Technical Training Center (NATTC), Naval Air Station Pensacola, FL and NATTC Detachment, Lakehurst, NJ. The trainers used at the NATTC encompass all facets of Naval Aviation to include areas of aviation maintenance; air traffic control operation and maintenance; aircraft carrier fire fighting; aircraft carrier catapult/arresting equipment operation and maintenance, and aviation ground support equipment operation and maintenance. The maintenance support for the myriad of training devices at NATTC requires knowledge in the following areas as they pertain to simulators, trainers, training aids, and actual equipment: electronics, electrical, hydraulics, visual systems, computers, industrial maintenance, aviation ground support equipment, automotive maintenance and specialized naval aviation related equipment. No solicitation is available at this time. The list of trainers is provided for information at www.ntsc.navy.mil under What's New: Request for Proposals. Respondents may request a hard copy of the list from the address above. Organizations responding are requested to submit complete documentation (maximum total of five (5) standard pages) discussing the following: (1) All respondents must state whether their company is a large, small, small disadvantaged, or minority owned business with respect to SIC Code 8711 ($20M). All respondents who are small, small and disadvantaged or certified 8(a) businesses must: a) provide information on specific capabilities necessary for performance (such as specific technical expertise, past experience, facilities, personnel, managerial qualifications, performance of similar contracts, proposed teaming arrangements, etc.) in order to assess whether they have a reasonable chance of submitting an acceptable technical proposal, and b) state whether they are interested in the requirement as a prime contractor or subcontractor (if considering subcontracting, state which of the identified requirements you are addressing within your capabilities statement). (2) All respondents must identify their experience as it relates to maintenance support of air traffic control simulation systems, aircraft launch and recovery systems, aircraft/ship firefighting simulation systems, various aviation maintenance training device systems, aircraft ground support equipment, and hardware/software integration support relevant to training devices and/or simulation. Respondents must identify their management controls processes/ techniques relative to spares, tools, support equipment, software and technical data inventories. All respondents must show their ability to support training schedules, preventive maintenance schedules, equipment calibration schedules, and also show their ability to perform unscheduled maintenance on training systems. Respondents must identify a Quality Control program identifying their processes/procedures relative to quality, performance and timely completion of an assigned task. Respondents must define their management measurements and reporting systems and/or processes. Cost or pricing data is NOT required with this submission. Responses which incorporate general capability-type literature, but fail to specifically address the experience and capability requirements as defined above will be judged as unacceptable. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. The information provided should pertain to this synopsis only. Any information received as a result of this notice will NOT be provided to other contractors. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government reserves the right, without further consideration, to render a determination of a set-aside for small businessor offer this requirement to the 8(a) program based solely on the information received. The Government will NOT pay for any information received in response to this announcement, nor will the Government compensate any respondent for any costs incurred in the development of information provided to the Government. Those firms possessing such experience and capabilities are requested to submit the above information in original and one copy to the Contracting Officer at the address above not-later-than 30 June 1997.
