(202) 616-7876 The Immigration and Naturalization Service has a
requirement to award a competitive, 100% small business set-aside
contract for recruitment advertising services and public information
services. The solicitation will use a negotiated, "best value"
evaluation. The contract type will be indefinite quantity, indefinite
delivery, fixed price, and consist of a one year base period and four
one-year options, with an additional option for 6 additional months of
services in accordance with FAR 52.217-8. The contractor will be
required to, among other things, assess INS recruitment advertising and
public information efforts, to assist INS in modernizing and
re-designing these efforts, and to develop and produce public
information and recruitment advertising plans and materials. It is
estimated that the INS will require up to approximately 5,800 to 17,600
full time manhours per year in contractor services, not including
additional subcontracted work and other direct costs. This solicitation
is expected to be issued in July, 1997. The solicitation will specify
the exact proposal due date and time. Interested SMALL BUSINESS sources
shall request a copy of this solicitation in writing to the attention
of the Contract Specialist above, by mail or facsimile. No telephone
inquiries or requests will be accepted. Interested sources requesting
a copy of the solicitation shall specify in their written request that
they are a responsible small business source. Sources who do not
affirmatively indicate in writing that they are a responsible small
business will not be provided a copy of the solicitation. For purposes
of this procurement, a "small business" is defined as one that under
SIC code 7311, is a concern, including its affiliates, independently
owned and operated, not dominant in the field of operations in which it
is bidding on the Government contract, and whose average annual gross
revenue taken for the last three fiscal years is below $5 million per
year. Gross revenue excludes funds received in trust for an
unaffiliated third party, such as bookings or sales subject to
commissions. The commissions received are included as revenue. See
