The work will consist of a reinforced concrete foundation, floor slab, steel framed masonry walls, roof structure, mechanical, electrical, HVAC etc. The building will house crash and fire rescue personnel for operations to include apparatus bays, storage spaces, extinguisher, maintenance shop, kitchen, dining area, control room, classroom, administration areas and sleeping area as prescribed in the specifications. This solicitation will result in a construction contract which performance and payment bonding will be required. This will result in a firm fixed price award based upon a responsible and responsive lower bidder's offer. All interested, capable and responsible contractors are requested to send a written request to USPFO DE Contracting Office Room 14, Grier Bldg., ll6l River Road, Room 14, New Castle, DE 19720-5199. All requests must indicate business size and minority or women-owned status. The request shall be accompanied with a $125.00 non-refundable cashier's check, money order or certified check made payable to URS Greiner Inc. for each IFB package. The plans will be aviailable for viewing without charge July 1, 1997 at the Delaware Contractors Association at 527 Christiana-Stanton Road, Newark, Delaware (Phone (302)994-7442). The performance period is 425 calendar days from the receipt of the notice to proceed. The anticipated award date is on 24 Sep 97, with performance start date mid October. The Standard Industrial Classification (SIC) is 1542. The applicable small business size standard including affiliates is no more than $17.0 million average annual revenue for the previous three years. The estimated construction cost is between $1,000,000 and $5,000,000. A non-mandatory pre-bid site visit is scheduled for 10 July 1997 at 10:00 am at Building 2803, Base Civil Engineers, Delaware Air National Guard, in the vicinity of the New Castle County Airport in New Castle, DE. The date for issuing the Invitation for Bid (IFB) is 20 days after the publication of this announcement in the CBD on or about 26 Jun 97. This solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program and is subject to the evaluation criteria set forth in DFAR 252.219.7008 "Notice of Evaluation Preference for Small Disadvantaged Business" (SDB), Concerns in Construction Acquisition Test Program (April 1996).
