PRESOLICITATION NOTICE: Qualified Design/Build firms to provide
planning, design, and construction services for: engineering design
services, general construction, modular (or panelized) construction
including site work, and mechanical, electrical and plumbing
specialities in connection with Indian Health Service facilities
located at the Ramah-Pine Hill Health Center, Ramah Navajo Reservation,
Pine Hill, New Mexico, within the jurisdiction of Indian Health
Service, Engineering Services -- Dallas (ES-D). ES-D will issue the
solicitation, review and rank the offers received and recommend a firm
for award to the Ramah Navajo School Board, Inc. (RNSB), Pine Hill,
NM. The RNSB will award the contract. This procurement is opened to
full and open competition for all interested parties. The estimated
magnatude (including site work) is $1.0 million to $1.5 million.
Funding for this project is not currently available. Technical

(214) 767-3317. A Bid Guarantee and performance and payment bonds are
required for this project. Proposals, when received, will be evaluated
on the following basis: 70 percent technical consideration, and 30
percent for pricing. THE TECHNICAL AND PRICING PROPOSALS SHALL BE
SUMITTED INDIVIDUALLY, IN SPECIFIED SEALED ENVELOPES AND MAY BE WITHIN
THE SAME PACKAGE. Responsive proposals will be evaluated on the
following technical factors (totaling 70 percentage points) which are
listed in decending order, with number (1) and (2), and (4) and (5)
being of equal value: (1) Completeness of submittal related to
conformity with plans and specifications, (2) Proposed time of
construction for fabrication, erection, site work, etc. (number of
calendar days), (3) Qualifications/ experience of the offeror
(narrative), length of time in business, etc., (4) Construction type
(schematic and narrative), and (5) Energy efficiency of system. The
pricing proposal (30 percentage points) will be evaluated as follows:
the lowest priced proposalwill receive the maximum score of 30
percentage points. The next higher proposal will receive percentage
points based on the following formula: divide the higher price by the
lower price and multiply by the maximum points (30), round up. Plans
and specifications will be available on/about July 24, by writing Ms.
Kathy Brancato at the above address. The offer due date will be
on/about August 26. Written requests for each set of plans and
specifications MUST be accompanied by a NON-REFUNDABLE fee (company
check or money order) made payable to the Department of Health and
Human Services in the amount of $100.00 for each set of plans and
