Electronics Command (CECOM) anticipates negotiation with Cubic Defense
Systems (CDS), San Diego, CA for the following: (1) production, test,
and delivery of seven Ground Data Terminals (GDT), (2) production,
test, and delivery of up to two Airborne Data Terminals (ADT), (3)
production, test, and delivery of GDT Shop Replaceable Unit (SRU)
Spares, (4) development, production, test and delivery of up to four
GDT Test Sets, (5) specification of Integrated Logistics Support tasks
and efforts required for the GDT (6) specification of Time and
Materiel tasks and efforts required to support the GDT, and (7) two
sets of LRU spares. Letter Request for Proposal to be issued to CDS per
FAR 6.302-1(b)(1), "Only One Responsible Source". CDS, the
developer/producer of the Surveillance Control Data Link (SCDL), is the
only company possessing the knowledge and expertise for this
acquisition. The Government does not possess technical data completely
defining form, fit and function of the items being procured and has no
