Standards and Technology (NIST), intends to negotiate with Phillips
Electronic Instruments Co., 5110 McGinnis Ferry Road, Alpharetta, GA
30202 to acquire on a sole source basis for one each
MG103/4.5kW/MCN165: High stability microprocessor controlled 100kv
constant potential X-ray system. The X-ray system includes:
9421.170.40002 -- 19" control unit, MGC40 with 10m interconnect cable
including E-PROM and programmer; 9421.166.87033 -- Housing for control
unit; 9421.170.40512 -- Electronic power supply MGP41; 9421.170.30112
-- 100kV minus H.V. generator MGG40; 9421.167.16263 -- Water cooler,
WL 3001; 9421.166.29003 Cooling water hoses, 10m each; 9421.173.16052
-- 160kV H.V. cable 5m; 9421.166.90702 -- Adapter flange quick-lock;
9421.172.59042 -- MCN165-160kV, 18.7mA metal ceramic X-ray tube with
double focus (0.4/3.0) Tungsten Anode with high voltage replaceable
sockets; and, one each 9421.170.39352 -- Interface RS232C and (2) fiber
optic cables 10M each. The X-ray system must provide maximum
compatibility with our existing computer interfacing software and data
acquisition and automation equipment. This system must offer a
high-voltage cable compatibility with the NIST calibrated voltage
divider, which will be an integral part in our calibrated X-ray system.
The Government intends to solicit one source under the authority of FAR
6.302-1 Only One Responsible Source, because Phillips Electronic
Instruments is the only source that can provide a high-voltage
generator with a 40 kilohertz, two-phase cascade circuit that is highly
stable with a low ripple. The resulting absence of voltage and current
interaction is of the highest importance for national standard
calibration work, which requires stability and repeatability. Required
delivery within 30 days from contract award. The contractor shall
provide installation of the system within 30 days after delivery. FOB
Gaithersburg MD. The contractor shall provide two (2) copies of the
operating manual, two (2) copies Circuit Drawings, (2) copies Detailed
dimensions & drawing of X-ray tube to include standard warranty and
terms. Request for a solicitation package will be disregarded.
Interested offerors may identify their interest and capability to
respond to the requirements by submitting a capability statement. The
capability statement must provide adequate information and
qualifications of your ability to provide the requested system in order
for the Government to consider whether to open this request for
competition. However, all capability statements received within 15 days
after date of preparation of this synopsis will be considered by the
