This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-45. Furnish services for the analyses of up to 500 samples for dioxin/furan by high resolution gas chromatography/high resolution mass spectrometry (SW-846, Method 8290) operating in the selected ion monitoring mode. Confirmation of positive results for 2,3,7,8TCDF is required. Samples may be submitted in batches ranging from 2 to 40 samples and will consist primarily of moss bags and ground moss, although some analysis of water, soil, tissue, or other environmental media may also be required. Quality control data forall blanks, duplicates, spikes and internal standards will be reported with the analyses. Data shall be reported for 2,3,7,8-TCDD/TCDF and total tetra through octa (Cl4-Cl8) dioxin and furan homologs as well as an estimation of 2,3,7,8-substituted isomers. Corps of Engineers Validation for HTRW Projects is required. The period of services shall be for one year. The following FAR clauses are applicable to this procurement: 52.212-1, "Instructions to Offerors-Commercial Items"; 52.212-3, "Offeror Representations and Certifications-Commercial Items"; 52.212-4, "Contract Terms and Conditions-Commercial Items"; and 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items". A completed copy of the provisions at 52.212-3 must be submitted with the offer. It is intended that a firm-fixed price type contract will be awarded as a result of this solicitation; and FAR 13.202(1) is applicable as an addenda to clause 52.212-4. DACW39-97-R-0034 will close on June 27, 1997 at 1400 hours, CST. The Government intends to negotiate a sole source contract with Quanterra Environmental Services of Knoxville, TN. Quanterra has already processed approximately 250 of these samples and because the continuation of comparable data is needed for sensitive projects under litigation, a sole source award is necessary. Responsible sources objecting to the sole source nature of this action should notify the Contract Specialist prior to the solicitation's closing date.
