Chemical and Biological Defense Command intends to procure on a
competitive basis, Research and Development Services for the effort
entitled "Plasma Spray Generation of Metal and Composite Powders." RFQ
number DAAM01-97-Q-0038, recently canceled, had been assigned to this
effort. This effort is intended to fall within the Simplified
Acquisition Threshold and a Purchase Order will be issued based upon
offers. The Government expects to make an award without discussions.
All interested parties are urged to contact the contract specialist for
a copy of the RFQ. Please note the closing date listed in this
announcement. The Statement of Work, that will also appear in the RFQ,
is as follows: 1.0 General. The contractor, as an independent
contractor and not as an agent of the Government, shall provide the
necessary services, personnel, labor, facilities, materials, supplies,
and equipment (except those specifically designated as Government
furnished) to perform the work as detailed in this Work Statement. 2.0
Tasks: 2.1 The contractor shall develop technology for the production
of metal and composite powders using plasma or flame technology. The
effort shall contain two significant tasks. 2.1.1 The contractor shall
define the spray parameters for production of fine metal powders and
empirically define the parametric control of product size. The
contractor shall use a modified chill block with non stick coating as
a substrate to enhance collection efficiency. The contractor shall
deliver sufficient quantities of three different powders for
appropriate testing (specifically: 100 mg for microstructure and
analysis and 100 g for smoke chamber testing). 2.1.2 The contractor
shall use plasma or flame spray technology to investigate the potential
for coating low density ceramic powders with metals. The ceramic
substrates will vary in morphology including, but not limited to;
fibers, flakes, and hollow spheres. The contractor shall deliver
sufficient quantities of three different coated materials for
appropriate testing (100 mg for microstructure and analysis and 100 g
for smoke chamber testing). 3.0 Delivery: The contractor shall deliver
reports and samples in accordance with the following schedule: 1.
Midpoint Report 120 CDAC* 2. Samples for Microstructure Analysis 150
CDAC 3. Sample for Smoke Chamber testing 210 CDAC 4. Final Report: 240
