Management Research Laboratory's Urban Watershed Management Branch,
located in Edison, New Jersey is soliciting proposals to conduct a
bench-scale study of high rate, microcarrier-enhanced sedimentation
process for removing SS from urban stormwater. Requirements to be
performed includes detailed mechanistic studies to determine the
kinetics of SS-MC flocculation, coagulation, and sedimentation
processes. The experiments shall be designed to determine the number of
independent kinetic units per unit volume as a function of time in
stormwater samples. Light scattering, that is capable to analyze SS
size distributions of 0.04 to 2000 m, is suited to conduct the kinetic
studies since experimental SS (colloids) can be interpreted in terms
of the number and size of the scattering centers. A project report
shall be prepared to present all relevant information, including, but
not be limited to, detailed procedures and methods for conducting
experiments, experimental QA/QC, and methods for data analyses and
interpretation of final results. The report shall be comprehensive and
technically accurate, and it will be undergo critical scientific
peer-review. The proposed acquisition will be processed as a Request
for Quotation (RFQ)using FAR Part 13 -- Simplified Acquisition
procedures, which will result in a firm fixed price contract. All
