C -- INDEFINITE DELIVERY CONTRACT FOR CIVIL DESIGN AND ENGINEERING SERVICES SOL N62477-97-D-3053 DUE 071197 POC Jo Ann Coombs, 301/342-3801, ext 329 The Engineering Field Activity Chesapeake Contracts Office at Patuxent River, Maryland is currently seeking sources for Civil/Structural Design and Engineering Services with associated multidisipline support for Architectural Mechanical and Electrical Engineering to perform engineering services, prepare engineering studies, concepts and designs including development of plans specifications and cost estimates for competitive bidding or negotiated procurement for various construction projects at the Naval Air Station, Naval Air Warfare Center, Patuxent River; Solomons' Annex, Solomons; and Webster Field, St. Inigoes, Maryland and other remote outlying facilities. The intent is to select one firm Specializing in Civil/Structural Design. Availability of multi-discipline support is expected. Civil/Structural work includes, but is not limited to, site development, utility design, rigid and flexible pavements for runways; roads and parking areas; traffic analysis and design; coastal engineering and waterfrontstructures; structural evaluation and design; fuel storage and distribution; geotechnical services and design; materials testing, surveying services, construction management, erosion and sediment control design and permitting; storm water management design and permitting as outlined by the State of Maryland. The estimated construction cost of a project is between $50,000.00 and $1,000,000.00. This will be an Indefinite Delivery Contract where orders will be placed on an "as needed" basis intermittently for a period of time which shall not exceed 12 months or $250,000.00 whichever comes first. Indidividual fees for any one project/delivery order may not exceed $150,000.00. The proposed contract will contain an option to extend the contract for an additional period of one year or $250,000.00. If exercised the A-E will receive an official notice at least 60 days prior to the end of the first year. The guaranteed minimum for the basic year is $12,500.00. The estimate award date is September 1997. Selection evaluation criteria will include: (1) Recent specialized experience of the firm in civil/ structural design and services. (2) Professional qualifications of the firm and staff proposed for performance of the projects; (3) Capability to accomplish projects within required time; (4) Location of the firm within the general geographic area of the projects to be assigned, provided an appropriate number of qualified firms response; (5) Firms Quality Control program and practices; (6) Firms shall have SPECINTACT and a CADD system compatible with AutoCADD. Each firm's past performance(s), and performance ratings will be reviewed during the evaluation process and may affect the selection outcome. Architect-Engineer firms which meet the requirements listed in this announcement are invited to submit a completed Standard Form 254 and Standard Form 255, U. S. Government Architect-Engineer qualifications, to the office shown above. Site visits will not be arranged during the advertisement period. This proposed contract is being solicited on a unrestricted basis. Interested firms are requested to include telefax numbers, the Data Universal Number Systems (DUNS) number, and the Taxpayer Identification Number (TIN) on the SF 255 in Block 2b. Experiences identified in Block 10 of SF254 should not be more than five years old. Only firms responding to this announcement by close of business on 11 July 1997 will be considered.
