of intent to solicit on a sole source basis under the authority of FAR
6.302-1 with the Engineering Controls Inc to provide the following
270' WHRU control components/parts: Pressure transducer P/N ECS-10A
(QTY of 2 EA), Stager Assembly P/N 3-6961-SC (QTY of 12 EA), Power
Controller Assembly P/N 4-6961-SCR (QTY of 7 EA), High Temperature Cut
out P/N 2-6961-TSH (QTY of 3 EA), Yellow Stager Card #SD-3 P/N
3-6961-SC (QTY of 4 EA), Black Stager Card #SS-2 P/N 3-6961-SC (QTY of
4 EA), Power Controller Trigger Card P/N 4-6961-SCR-TC for P/N
4-6961-SCR (QTY of 12 EA). Items to be shipped to USCGC SENECA (WMEC
906), 427 COMMERCIAL STREET, BOSTON, MA 02109. Interested persons may
identify their interest and capability to respond to the request or
submit proposals. This notice is not a request for competitive
proposals. However all proposals received from this publication of the
synopsis will be considered by the Government. A determination by the
Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. No telephone requests will be accepted. This notice will
incorporate provisions and clauses that are in effect through Federal
Acquisition Circular 90-42. The Standard Industrial Classification code
is 5084 and the size standard is 100 employees. As prescribed in FAR
52.12-2. Evaluation-Commercial items. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the government, price and other factors considered. The following
factors shall be used to evaluate offers: Price, Required Delivery
Date. The following FAR clauses will apply to this solicitation:

purposes for Minority, Women-owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capitol assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
