This solicitation consists of 3.8 kilometers of grading, drainage, base & paving. Project includes: construction survey & staking; scheduling; contractor sampling & testing; 6,500 metric ton hot asphalt concrete pavement; 15 metric ton asphalt tack coat; 13 hectares clearing & grubbing; 30,000 metric ton untreated aggregate course; 10,000 metric ton emulsified asphalt treated base; 850 meters culverts/drains; 170 meters underdrains; 4,200 meters silt fence; 93,000 cubic meters excavation/embankment; 2,100 cubic meters watering; 2,200 cubic meters roadway obliteration; 2,800 cubic meters earthwork geotextile; 1,700 meters guardrail; 1,000 cubic meters riprap; 700 hr traffic control; 20,000 meters pavement markings; 85 slry units turf establishment; and other smaller items of work. This project is located approximately 32 miles east of Heppner, Oregon. Work shall be completed by September 1998. Estimated price range is between $1,000,000 and $2,500,000. Presolicitation Notices are being provided to firms on this agency's mailing list concurrently with the publication of this synopsis. -- -- The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
