an indefinite quantity contract for miscellaneous asbestos abatement
and related work at various leased and Postal Owned facilities located
within the geographical areas of the DC Metro Area (Maryland, District
of Columbia, Northern Virginia). The projects could involve the
removal, encapsulation, enclosure, and/or repair of asbestos-containing
insulation, fireproofing, and acoustical materials on pipes, boilers,
ducts, tanks, structural members, ceilings, floors, and walls in USPS
facilities. The USPS can task the Contractor to decontaminate
asbestos-contaminated surfaces, decontaminate dirt floor areas, and
repair, refinish, and replace materials that are damaged or removed.
The contractor shall comply fully with the technical specifications,
and will be closely monitored by the Engineer. All work shall be
performed such that exposures of Contractor employees to asbestos
fibers are minimized, building user exposure or building contamination
is prevented, asbestos waste and other contaminated materials are
properly removed and promptly legally disposed. The Engineer shall have
the right to stop work at any time established removal practices are
not followed or test results indicate release of fibers into the
environment or building of equal to or greater than the action level.
The Contractor shall not be entitled to additional compensation for
delays because of shutdown caused by deviation(s) to established
removal practices or testing for fiber release. It is possible that
portions of the work will be performed after work hours. Contractors
must have a minimum of two (2) years experience as of the date of issue
in the repair and removal of asbestos in accordance with EPA, NESHAPS,
UBC, NIOSH, CFR and OSHA regulations. It is the Contractor's sole
responsibility to comply with all existing and future Federal, state,
county, city and municipal laws, regulations and interpretations, and
all plans and specifications for all projects. Contractors must have
the capabilities of working at least three to five jobs at the same
time. At the direction of the Contracting Officer, one or more
contracts may be awarded. One or more task/work orders will be issued
totaling not more than $250,000.00 nor less than $10,000.00 during a
two (2) year period of the contract. The initial limit of $250,000.00
may be increased by modification as agreed upon by the Contractor and
the Contracting Officer up to the maximum of $3,000,000.00. Additional
consent of surety will be required for each incremental increase. The
Contractor agrees to perform all work included or ordered pursuant to
and in accordance with the terms and conditions of the contract for
the unit prices listed on the price schedule times the multiplier given
as an offer for this solicitation. Offerors will be required to submit
one (1) "Multiplier" to be applied to the various Unit Prices
established in the "Unit Price Schedule". The multiplier must contain
the offeror's overhead, profit, bonds, insurance, and all other
contingencies. No allowance for such itemswill be made after contract
award. Offers are due by 2:00 PM on July 14, 1997. Specifications Books

of offers received, the identity of the offerors, the amount of any one
offer, or relative standing of the offer will be disclosed to anyone
except those postal personnel whose official duties require such
